It was a pleasure meeting with you at the facility on March 29, 2018. As you know, the purpose of the site visit was to
determine the applicability of NPDES industrial stormwater permitting for the Fayetteville Works/industrial park located
in Bladen County. I appreciate your time and assistance. As follow-up to the site visit, it was determined that stormwater
permit coverage is not applicable based on the following observations.
Stormwater flows from industrial activity areas associated with Chemours, DuPont and Kuraray enter surface
trenches/culverts and buried pipes (as indicated on the site map that was provided and as observed during the site visit),
which convey the stormwater flow to the relocated/current outfall 002 where it is commingled with allowable treated
wastewater flows prior to discharge. Outfall 002 is covered under an NPDES wastewater discharge permit and is
monitored accordingly.
Stormwater flows from the Chemours WX facility and associated access road located in the southwest corner of the
industrial park would likely infiltrate into the surrounding vegetated areas. A stormwater ditch that could receive flow
from an employee parking area and the access road was observed, however any overflows from this ditch would
apparently enter a relatively flat wooded/vegetated area on the property as sheet flow.
Regarding the location of the outfall previously identified as outfall 002, which conveys flow to the Cape Fear River. This
outfall appears to only receive stormwater flow from the surrounding vegetated area where there is no industrial
activity. No other stormwater discharge outfalls were observed.
Please note that the determination that NPDES stormwater permit coverage is not required for the subject facility is
based on the observations made during the site visit. Should site conditions change such that a point source discharge of
stormwater associated with industrial activity is created or discovered, applicable stormwater permit coverage shall be
