DANIEL SMITH Interim Director DS Smith Packaging Attn: Jeff McNeill 3021 Taylor Drive Asheboro, NC 27203 NORTH CAROLINA Environmental Quality April 10, 2019 Subject: Compliance Inspection Permit No. NCG 050443 DS Smith Packaging - Asheboro Randolph County Dear Permit Holder: On April 9, 2019, Brandon Wise and Tyler Pearson, inspectors with the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Minerals, and Land Resources met with site contacts at the facility located at 3021 Taylor Drive in Asheboro, to conduct a compliance inspection as part of the comment period for a new permit application. The inspection consisted of review of the Stormwater Pollution Prevention Plan (SWPPP) and each of its components, review of the facility outfalls, as well as the review of the overall site conditions. The compliance inspection was conducted to ensure all site practices and facilities are in working order. The inspection was also conducted as assistance to DS Smith Packaging should there be any questions about the implementation of the permit NCG050443. Permit: This facility has General Stormwater Permit NCG050443 to discharge stormwater from industrial activity associated with Converted Paper and Paperboard Products [SIC 2671 under the National Pollutant Discharge Elimination System (NPDES). The permit was not yet effective at the time of the inspection, as the inspection was completed as part of the comment period. Records/Reports: This facility is required to develop and maintain a SWPPP in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SWPPP for a minimum of five (5) years. Under this permit, analytical monitoring is not required under current operating procedures. The facility records do not include any reports as the facility was not actively permitted prior to the inspection. The SWPPP for this facility had been put together prior to arriving on site. The SWPPP looked very good and contained all required components. Outfall locations need to be updated to the locations that were discussed while on site. The facility is required to maintain employee training records in North Carolina Department of Environmental Quality I Division of Energy. Ensure that these records are added to the SWPPP when training is completed. The facility is required to keep a copy of the effective NCG050000 permit on site. A copy of the current permit will be enclosed with this report. Facility Site Review: This facility operates as a manufacturing facility for paperboard and other paper based products. The facility is primarily flat with a slight slope towards the western edge of the facility. Two former sediment basins were observed on the western edge of the facility. These basins are to be inspected as part of the regular facility inspections but due to the stormwater feeding the basins not coming from industrial activity the discharges will not be required to be monitored. The outfall on the southern edge of the facility is located at a catch basin at the western edge of the parking lot. This outfall can also be sampled at the concrete discharge pipe in the wooded area west of the facility but the option was given due to safety concerns accessing the discharge pipe. Another outfall is located at the northern edge of the facility at a catch basin that is located near the storage area for pallets and clean totes. This outfall needs to be cleaned up as some housekeeping issues could be noted during the inspection. NCDEQ also recommends labeling the outfalls in some way along with the installation of some sort of barrier at the northern outfall. Roof drains from the facility discharge along the western edge of the facility into a diversion ditch that flows into either basin. The ditch line that runs the edge of the facility had some washout issues that should be fixed as part of the good housekeeping on site. As discussed while on site during routine facility inspections please monitor all catch basins and loading areas for potential stormwater impacts. Overall the majority of the facility did not have any housekeeping issues. Effluent Receiving Waters: Effluent from this facility drains into an unnamed tributary of Back Creek, class "WS-II; HQW" waters of the Yadkin Pee -Dee River Basin. Self -Monitoring Program: This facility is required to provide Qualitative Monitoring twice annually. The outfalls discharging from the facility are expected to be properly maintained and monitored.
