Dear Ms. Tatum:
The Pretreatment Annual Report (PAR) covering January through December 2018 has been
reviewed. This PAR was received on February 25, 2019.
The review indicates that more information is necessaryto determine if the PAR satisfies the requirements
of 15A NCAC 2H .0908(b) and the Comprehensive Guidance for North Carolina Pretreatment Programs.
• Harger Lightning did not sample at all the first half of 2018. Failure to sample is considered
significant non-compliance (SNC). Please respond by May 10, 2019 and provide information
as to why this SIU is not considered to be in SNC or the public notice issued to document the
SNC event.
The next PAR will be due March 1, 2020.
