Dear Mr. Shaver and Ms. Steenhuis:
The North Carolina Department of Transportation (NCDOT) is proposing to replace Bridge No. 152 over
Caesar Swamp on SR 1455 (Payton Daniels Rd.) in Sampson County. The existing 4 span - 70 ft. bridge
will be replaced with two span - 95 ft. bridge.
A preliminary jurisdictional determination (PJD) was acquired on this project on September 15, 2015 and
the project was assigned Action Id No. SAW-2015-01092. Impacts associated with the bridge include
0.096 acres of permanent wetland impacts (fill and mechanized clearing) and 0.016 acres of beneficial
excavation to match adjacent floodplain. The project also includes 0.031 acres of temporary impacts (hand
clearing) for aerial utility work. There are no impacts proposed with the waterline relocation and STAR
communications bore. The attached bridge and utility permit drawings provides more details on the
proposed impacts.
Regulatory Approvals
Section 404 Permit: NCDOT is proposing to construct this project under the conditions of Nationwide 3.
Based on the current design and impacts, notification requirements are not applicable for this project and
written approval from the USACE is not required. NCDOT will abide by all conditions listed in NW 3, and
will include a copy of the certifications in the permit package and/or contract.
Section 401 Permit: The associated 401 General Certification 4132 will also apply to this project.
Notification thresholds or circumstances for these certifications are not applicable to this project therefore
written concurrence from the Division of Water Resources (DWR) is not required. NCDOT will abide by
all conditions listed in GC 4132, and will include a copy of the certifications in the permit package and/or
contract.

State Project B-5308 involves the replacement of NCDOT Bridge 810152 on SR 1455 (Payton Daniels Rd) over Caesar Swamp. The existing structure is an RC floor on timber
joists. The proposed structure will be a 1@45', 1@50' 21" concrete cored slab bridge. The proposed bridge is FEMA Zone AE in the DFIRM Map 3720154000J studied in
"Limited Details" methods. The proposed bridge will maintain the existing level of service. There are two proposed outfalls on the begin of bridge side to allow proper drainage
for the bridge and minimize disturbance in the surrounding wetlands. Rip Rap outlet pads will be utilized to dissipate the flow and minimize erosion and there is one proposed
riprap base ditch (riprap used to stabilize the ditch) at the end of bridge side to redirect flow coming towards the project site.
