Dear Mr. Scarbraugh,
EnviroTrac Ltd. (“EnviroTrac”) is a Professional Environmental firm licensed to practice geology and engineering in
North Carolina. GreenGo Energy US, Inc., as authorized agent for Pecan Grove Solar, LLC, contracted EnviroTrac to
perform an endangered and threatened species survey and habitat assessment for the Project.
EnviroTrac is requesting the following:
Confirmation of the buffers for the 401 waters, wetlands, and isolated wetlands on the Property; and
Any concerns the North Carolina Department of Environmental Quality (“NCDEQ”) has regarding 401 waters,
wetlands, or isolated wetlands for this Project.
Property Description
The Property consists of two parcels; one parcel totaling 40.95 acres (Parcel ID No. 8-200-011), and an additional 3
acres of the parcel (Parcel ID No. 8-200-009, total size of 91.3 acres) to the north beyond US Highway 17 Business.
Both parcels are located on private land. The Property is identified on the Craven County Geographic Information
System (“GIS”) website as Parcel ID No. 8-200-011 and Parcel ID No. 8-200-009. The Property consists of agricultural
and wooded land, and presently under construction. The Property is located west of New Bern, Craven County, North
Carolina, approximately 0.2 miles northeast of the intersection of US Highway 17 Business and US Highway 17 Bypass.
The north side of the Property is bound by US Highway 17 Business, a commercial building, residential property, and
agricultural fields. The west and south sides of the Property are bound by Deep Gully and wooded land. The east side
of the Property is bound by agricultural and residential properties. The interior of the Property consists of agricultural
fields and wooded land. One isolated wetland is located within the Property limits, and one stream is located at the
southern Property boundary. Refer to Section 1 and Section 1.1.a) of the enclosed Wetlands Investigation and Limited
NEPA Report, dated May 24, 2018 and revised March 15, 2019, for more information about the Property; Section 1.3.b)
for information regarding wetlands on the Property; and Section 1.3.c) for information regarding streams on the
Property.
Buffers
The stream located at the southern Property boundary is subject to the Neuse Riparian Basin riparian buffer rules. The
riparian buffer rules require a 50-foot riparian buffer. Based on the layout of the solar plant, the solar plant will not
encroach on the riparian buffer.

The wetlands located on the Property is an isolated wetland with an approximately size of 0.07 acres. There are
currently no state or federal buffers or setbacks for this isolated wetland.

Summation
The submitted project review package consists of this letter and the Wetlands Investigation and Limited NEPA report.
The report includes the information about the project, the wetlands (including isolated wetlands) and streams on the
Property, as well as the applicable state and local buffers for these wetlands and streams.
We respectfully request a written response from the NCDEQ as a response to the two items listed above by April 26,
2019. Please include in the response any other information deemed pertinent by the NCDEQ regarding this Project.
