Here are my observations. With regard to the Roxboro Facility: • One pipe, a 10 to 12 inch corrugated pipe had not been previously identified, led from a low spot adjacent to the ware house, ran under the fence, and day lighted just past the fence. The discharge from the pipe fed a heavily vegetated area without a defined point source. I concur that this pipe is not a point source discharge. • SW -A and SW-3 are properly identified as point source discharges associated with industrial activities. I concur that we should take another look at the analytical monitoring requirements for PCBs, Copper, Selenium, Mercury and Zinc. The area did not contain electrical equipment or oil storage. • No other stormwater discharges were observed during the site visit. With regard to the Mayo Facility: • 1 concur that it would be appropriate to include Outfall 004 and Outfall 005 under the wastewater permit rather than the stormwater permit. Non-stormwater flow was observed from Outfall 004 and Outfall 005 during the site visit. • Outfall 010 should remain as a stormwater point source discharge associated with industrial activities as long as the access road is being used to deliver chemicals and other materials. • Outfall 006a appears to be a stormwater point source discharge associated with industrial activities. • Outfall 006b does not appear to be a stormwater point source discharge. The discharge from the Outfall 006b fed a heavily vegetated area without a defined point source. • 1 concur that it would be appropriate to include Outfall 006c, Outfall 006d, and Outfall 006e under the wastewater permit rather than the stormwater permit. • No other stormwater discharges were observed during the site visit.
