I have itemized it for clarity. 1. Morton Trucking is using a simple process to remove the sediment from the wetlands with the vacuum truck. They are working in the wetlands with buckets and shovels to create piles of the excess sediment. They are then adding the minimum amount of water necessary to these piles to soften the sediment so the truck can vacuum it up. Please keep in mind that the truck vacuums up both the sediment and the water that is added to the sediment. The vacuum truck holds 10 cubic yards at max capacity. Typically, the sediment to water ratio has been about 70% sediment to 30% water (-600 gallons) when the truck is emptied. Also keep in mind that the truck is vacuuming up extra water from the large amounts of groundwater that is in the area. This extra groundwater is approximately 50% of the 30% mentioned above (-300 gallons). 3. Morton Trucking is using a hydrant meter to obtain water from a fire hydrant on site. This is the water that is being used with the truck to help soften the piles of sediment that are in the wetlands. It is estimated that the truck uses approximately 300-400 gallons of water per load (approximately 50% of the water that is dumped). There is very little excess water with this process, but Morton Trucking has installed silt fence around the impacted area to help prevent turbid water from leaving the area. Although the water inside of the impacted area is very turbid (as can be expected when removing sediment from the wetlands), there appears to be very little downstream of the impacted area. As you can see from the pictures I took on 2/06/19 of where the pump truck was being used, there is very little turbid water downstream of the impacted area. 4. Morton Trucking estimates approximately 100 cubic yards (2700 cubic feet) has been removed from Impact #4 to date. They have also moved the dumpsite back closer to Peyton Mine. All of the sediment that had been dumped on Lot 238 has been removed. 5. This methodology is only anticipated to be needed in Impact Areas #3 and #4 as these are the two major impacted areas. It is anticipated that in all other areas hand labor will be used. If the need for a vacuum truck arises in any other area, you will be contacted. During our phone conversation, we indicated that the amount of water needed to facilitate the removal of the sediment was never addressed, and we were told that the contractor indicated there was adequate water in the sediment for the vacuum truck to work. At this time, we are requesting the methodology of how the vacuum truck works; this information, which should include the total volume capacity of the truck, broken out into amount of sediment and water retrieved. We would also request to know the amount of water necessary to vacuum the sediment, and if this is being brought in separately or if on-site water is adequate and how the excess water is being managed. We are also requesting clarification of the unloading/emptying location of the truck and an update on the total amount of sediment that has been removed to date. Please include any BMPs that can be implemented to address turbidity concerns such as incorporation the use of turbidity bags, flocculants, etc. Further, please clarify if this methodology will also be used for the wetland restoration adjacent to Lots 228, 237 and 238 (Sediment Impacts #2 and #3) . Please provided this requested information/update within one week from receipt of this email. Furthermore, the DWR accepts your request to extend the timeframe of an additional 60 days to remove the sediment from the impacted wetland areas as stated in your February 4, 2019 email. Response to Item #2 under the "Modifications and Performance Reservations" is as follows: I have gotten in touch with Mr. Morton about the competition of Peyton Mine, and he feels they are still several months away from completing the mine. Our best estimate is between six months to one year before the mine is completed. Also, Ms. Ward has already begun sediment removal in Impact Area #3 and #4. She believes with the help of the vacuum truck, the majority of the sediment removal could be completed in approximately two weeks. If the vacuum truck does not work as planned, we estimate approximately 60 days for the majority of the sediment removal to be completed. If you need any further information, please let me know.
