Subject: Compliance Evaluation Inspection
15 Surrey Lane SFR
Permit No. NCG551240
(Formerly J Ryan Coleman)
Franklin County
On March 5, 2019, Joan Schneier from the Raleigh Regional Office visited your single-family
residence (SFR) wastewater treatment system to evaluate compliance with the above permit to
discharge wastewater. Your assistance during the inspection was greatly appreciated. The
checked boxes below show what conditions were noted at your facility:
❑ In compliance: You are reminded to regularly maintain the chlorine disinfection
system, have the effluent sampled once a year, and have the septic tank pumped out every
3 to 5 years. Your good record of operation and meeting the permit requirements is
highly commended.
❑ Your home is improperly plumbed: Some of the wastewater discharges are going
directly to the environment without first passing through the treatment system. This must
be corrected immediately. Please submit a schedule to this office within 20 days of
receipt of this Ietter that states your plan for correcting this deficiency. -The work is to be
completed within the next 3 months.
❑ Disinfection: Your system is lacking disinfection, either chlorine tablets or a UV light
system. New rules put into place on August 1, 2007 require all SFR systems to have a
means of disinfection (and dechlorination when chlorine tablets are used to disinfect, if
the system was installed since that date).
❑ Treatment tablets missing or are wrong kind: You are responsible for always
having chlorine and dechlorination tablets in place. They must be the kind for
wastewater treatment and not for swimming pools.
❑ Dechlorination: Your system was installed after August 1, 2007, so must have a
means of dechlorination located downstream of the chlorinator and its contact chamber.
See Disinfection paragraph above. Please submit a schedule to this office within 20
calendar days of recei t of this letter stating, your Wan for correcting this deficiene .

® Pumping the septic tank: The septic tank should be pumped out every 3 to 5 years.
A pumping company can check the status periodically and determine when pumping is
required.
T I Failure to analyze the effluent: The effluent that is discharged from your system
must be analyzed once each year. See Part 1(A) of your permit about his requirement.
Make arrap ements for sampling = to be carried out within the next 3 months. and submit
ks after the sampling has been conducted.
results to this office within 3 wee
❑ Locations of treatment units are unkno►,-n: Determine this and report to this office
within 30 days of receipt of this letter with a sketch or map. Please locate the discharge
pipe.
® Other: The UV disinfection light needs to be replaced. The high water alarm needs to
be checked from the float, and repaired as needed. Please have these repairs plus the
septic tank pumped out within 60 days and contact this office when that is done.
The system needs periodic maintenance to clean pipes, spray covers, filters, etc. Most
people with Advantex systems have them serviced once or twice a year by trained
technicians. if not done, this 7 result in a costly system failure.
OV
if you have questions or comments about this inspection or the requirements to take corrective
action, please contact Joan Schneier or me at 919-791-4200 or joan.schncier@'ncdenr.gov.
Licensed plumbers should be used to make plumbing changes within your home. Contractors for
installing disinfection or other equipment may be found in the Yellow Pages under
Environmental Consultants.
Sincerely,
Rick olich, L.G.

Section D summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
Mr. and Mrs. Black arrived during an unannounced inspection. They said no maintenance has been
done on the system in the 5 years they have lived there but they have not had any problems.A change
of ownership form was turned in during the inspection.
The system consists of a septic tank, i Advantex pod, a recirc pump tank, a UV and an outlet pipe into
a wetland in the front yard.
The septic tank inner cover was not opened due to weight. No residuals were seen above the inner
cover.
The pod was briefly opened but not well inspected due to weight and no gas jacks.
The spray covers looked a bit dirty but the filters seemed to be functioning.
The high water alarm worked from the test switch after a delay, but not the float. The recirc pump
toggled on from the switch.
The pump tank had same solids on the pump side but the effluent side seemed reasonably clear.
The PVC UV cover was too tight to open. The bulb was assumed to be dead after 5 years. The UV
alarm did not work, from the test or auto toggle.
The outfall pipe and area had brown sludge, which may have been inflow from the wetland. The pipe
was dripping and the effluent seemed reasonably clear.
Location notes,
The septic tank is under the heavy concrete lid. The plastic lid may cover the second chamber or may
be irrelevant.
The pod and tank lids require a 3/16 Allen wrench.
