Comments: Supporting Documentation 540 West Impact Map Set.pdf 4.13MB E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. Impact Area Al is proposed permanent and temporary wetland impacts for a road crossing. This road crossing is a City of Raleigh block length requirement and a required road crossing. The location was determined to minimize impacts to the floodplain, streams and riparian buffers. A retaining well has been proposed to minimize impacts to the maximum extent practicable. Impact Area A2 is proposed permanent wetland impacts for lot fill. The existing grade for wetland W16 is approximately 258. Proposed grades for the roadway crossing to the east and the road to the west are both approximately 263. With a 3:1 roadway slope requirement from proposed right of way on each side of this wetland area, it would be difficult to avoid the wetland areas between these two fill slope areas. If it were to be avoided, a hole would remain within the residential lot area layout. Additionally, it would also be difficult to provide hydrology to this area to keep the wetland recharged. Impact Areas B1, C1, D1, F1 & H1 are proposed riparian buffer impacts for velocity dissipaters. These impacts are necessary to minimize erosive conditions from the Stormwater Control Measures (SCM), and to allowfor maintenance at the bottom of the SCMs. These impacts have been minimized and angled to flow with the streams. Impact Areas D2 & D3 are proposed permanent and temporary stream impacts and riparian buffers for a road widening on Old Milburnie Road. This road widening is a City of Raleigh transportation requirement to comply with site access and the future roadway section for Old Milburnie Road. Precast head walls have been proposed instead of Flared End Sections at the end of pipes to minimize stream and riparian buffer impacts. Also, the two 42" culverts will be replaced to improve the alignment of the stream channel to minimize erosive conditions and provide for aquatic life passage. Impact Area E1 is proposed permanent wetland and riparian buffer impacts for an aerial sanitary sewer crossing. This sanitary sewer crossing is a City of Raleigh public sewer requirement to convey sewer from the north side of the site to a proposed pump station. Other gravity sewer alternatives were considered, however the environmental impacts were substantially greater given the distance to existing sewer systems. The 30-40 ft width of the riparian buffer impacts is a City of Raleigh public utility requirement for maintenance for the pipe. The pipe will be an aerial crossing approximately 4 ft above the bottom of stream and thus will avoid temporary stream impacts. The wetland impact is a result of the riprap within the stream banks being required by the City of Raleigh to minimize erosive conditions at the piers. Impact Areas F2 & F3 are proposed permanent and temporary stream, permanent wetland and riparian buffer impacts for a road widening on Old Milburnie Road. This road widening is a City of Raleigh transportation requirement to comply with site access and the future roadway section for Old Milburnie Road. Concrete endwalls have been used at the end of the box culvert to minimize the length of stream impacts. Also, the undersized 24" culvert will be replaced to improve the existing flooding and provide for aquatic life passage. To minimize erosion conditions at the upstream end of the Culvert #3 crossing and to reduce flow velocities, a plunge pool has been provided. Impact Area G1 is proposed permanent and temporary stream, permanent and temporary wetland and riparian buffer impacts for a road crossing. This road crossing is a City of Raleigh street connectivity requirement. The proposed location was selected in an area where the existing grades would allowthe design to meet the City of Raleigh street standards. Precast headwalls have been used instead of Flared End Sections at the end of pipes to minimize stream and riparian buffer impacts. Also, the culvert will be buried 0.5' below the stream channel to provide for aquatic life passage. Impact Area 11 is proposed permanent wetland and riparian buffer impacts for an aerial sanitary sewer crossing. This sanitary sewer crossing is a City of Raleigh public sewer requirement to connect sewer to an existing sanitary sewer outfall on the south side of the stream that bounds the property. The 30-40 ft width of the riparian buffer impacts is a City of Raleigh public utility requirement for maintenance for the pipe. The pipe will be an aerial crossing approximately 4 ft above the bottom of stream and thus will avoid temporary stream impacts. The wetland impact is a result of the riprap within the stream banks being required by the City of Raleigh to minimize erosive conditions at the piers. Impact Area A is a proposed permanent and temporary stream impact necessary for a retaining wall. The retaining well was proposed to avoid stream impacts to feature S2 and to minimize stream impacts to feature S1. Minimal fill is required on the backside of the retaining wall to minimize the height of the retaining wall which is currently 18 ft. tall. To avoid the permanent stream impacts, the retaining well would have to be approximately 30 ft. tall and would start to impede close to the building footprint with tiebacks. Typical measures such as silt fence, riprap outfalls, tree protection fencing, sediment basins will be required for this project. At stream crossings, either a pump around or coffer dams will be utilized to dewater the streams before construction activities take place within the stream beds. 2.
