Morrisville has delegated authority in the Neuse unless it is a public project which this project is not. So, with that being said, the Town of Morrisville should approve the buffer impacts. The project proposes a road crossing, a sewer crossing, and two stormwater BMP discharges. The road crossing will require both stream and riparian buffer mitigation. The Town of Morrisville has a bank that they have agreed to release stream and riparian buffer credits from. The bank is called the "Morrisville Community Park Stream and Neuse Riparian Buffer Restoration Project" and it as available credits to cover all of the stream mitigation (590 LF) and 43,756 riparian buffer credits. There will be a remaining 16,378 riparian buffer credits required which we will secure with a private bank. Tasha Alexander of the USACE agreed during a preapplication meeting on January 9, 2019 that the Town's bank could be used to issue the required stream credits. I am just confirming that you are OK with the project using the Town's bank for the stream credits as well as the available portion of buffer credits. I have copied Mr. Joshua Baird with the Town of Morrisville who will be responsible for overseeing the mitigation banks credits. If you have any questions about the bank please let us know.
