Please read this inspection and keep it with all other documents pertaining to your animal operation for future inspections. 1n general, this inspection included verifying that: (1) the farm is complying with requirements of the State Rules 15 NCAC 2H.0217, Senate Bill 1217, the Certified Animal Waste Management Plan and/or General Permit; (2) determine whether the waste utilization plan is based on total or actual wetted acres; (3) the farm operation's waste management system is being operated properly under the direction of a Certified Operator; (4) the required records are being kept; (5) there are no signs of seepage, erosion, and/or runoff: The following deficiencies were observed during the inspection (s). cp In accordance with condition 111, item 4 of your General Permit, an analysis of animal waste shall be conducted as close to the time of application as practical and at least within 60 days (before or after) of date of application. The analysis shall include the following parameters: Nitrogen, Phosphorus, Zinc and Copper. For additional assistance, please contact your Technical Specialist. Nothing in this letter should be taken as absolving this facility of the responsibility and liability of any violations that have resulted or may result from these deficiencies. Failure to comply with your Certified Animal Waste Management Plan and General Permit could result in civil penalty assessment and/or revocation of your General Permit. V 19 - Make sure to collect waste samples within 60 days of application (before and after). Suggest to collect samples quaiterly. The analysis you have will cover the waste application thin 4-13-99. The applied nitrogen need to be balanced on the SLD 2 forms. A qui heck of the irrigation records illustrated that each field had been applied on at lcaast once. Farm keeps ¢ 250 gilts most of the time - A "removal request farm" was left for you to fill out and submit to Raleigh if you chose. Hunt, Jr., Governor Wayne McDevitt, Secretary September 22, 1997 _A IIII1IF"I = 0- 9 r 1IRM Mr. Clark Peele 697 Van Dorp Rd Pantego, NC 27860 Subject: Notice of Deficiency Annual Compliance Inspection Facility Number 7-24 Beaufort County Dear Mr. Peele: STATE4 �QLAK On August 27, 1997, Carl Dunn from the Washington Regional Office of the Division of Water Quality conducted an inspection of your intensive livestock operation. This inspection is one of two annual inspections as required by Senate Bill 1217. The Division of Soil and Water Conservation will also conduct an inspection of your intensive livestock operation during the 1997 calender year. The following comments are in regard to the inspection of facility 7-24. * The freeboard was observed to be approximately 1.0 foot for one of your lagoons and 4.0 feet for one of your lagoons. You are advised that you must maintain a freeboard of at least one foot in each lagoon plus a storage volume sufficient to accomodate the rainfall and any subsequent runoff from a 25 year 24 hour storm event to remain in compliance. The inspection revealed that the 25 year 24 hour storm storage capacity was not available. You should either transfer waste from the lagoons with insufficient storage capacity to a lagoon with appropriate storage capacity or begin irrigation activities from the lagoons with insufficient storage capacity as soon as crops are available and weather permits. You are reminded that your operation has not been certified in accordance with 15A NCAC 2H .0217. You must complete certification by December 31, 1997. You are reminded that you will need to have a Iiquid level marker in any lagoon that does not gravity feed through a free flowing transfer pipe to a subsequent structure. You need to obtain a nutrient analysis of the waste water in the lagoon that will be used for irrigation. You should obtain this analysis as soon as possible 943 Washington Square Mall.
