Inspection Summary:
The compliance inspection was conducted on March 13, 2019,with the assistance of ORC Mr.Jeffrey Clayton and Mr.
Timothy Lawrence with MCAS Cherry Point as part of the permit renewal review. Both Jeff and Timothy were very helpful.
Overall,the treatment facility appeared to be operated well and in good condition. We started the inspection at each
deemed permitted pump station (8029, 8105,8199 and 8106).The ORC indicated that all generators with each associated
pump stations are inspected monthly by a separate work group and were last inspected on 3/13/2019. The following is a
summary for each pump station and associated lagoons and spray fields.
Pump stations:
-8029: Electrical panel has shorted due to rain,so the ORC was not able to set the high water emergency alarm. There
was not an emergency contact information sign posted. ORC indicated a work order has been placed to repair panel and
posting of sign. Standing water within well pump.
-8105: High water emergency alarm not operating. Emergency contact information sign not posted. Standing water within
well pump.Work order has been placed to repair alarm, post sign, and pump water within well. The ORC indicated that it is
being inspected twice a day in the meantime.
-8119: New pump station within the airfield to service the fuel distribution building,which was constructed withing the last 3
years. There was not an emergency contact information sign posted. High water alarms were operable.
-8106: High water alarms were operable. No emergency contact information sign posted. Well pump had standing water
within. ORC indicated a work order placed to post sign and drain water.
The appearance of the wastewater sprayfield distribution equipment and grass crop looked good and no signs of localized
ponding. Groundwater monitoring wells are installed and we inspected MW#1, but was difficult to access due to overgrown
vegetation. ORC indicated it will be maintained for easier access and visualbility. Permit was last modified to allow for
expansion Irrigation Field#3,which has not been constructed. However,the ORC indicated that construction should begin
late this spring.
Freeboards for the treatment lagoon was 4 feet and the polishing lagoon was 3.5 feet. Liners for each lagoon appeared to be
in good shape, however,the ORC indicated they will be replaced late this spring at the same time sprayfield#3 is to be
constructed. The ORC indicted the sludge will be hauled off to Cherry Point Base in Havelock, as per the permit for this
location.
Mr. Lawrence indicated that he will provide through email the annual calibration information and soil analysis report. Based
on the site inspection,the ORC indicated the pump stations with existing issues will be addressed through work orders, and
will be inspected twice daily until corrected,which appears to be consistent with 15A NCAC 02T.0403 DEEMED
PERMITTING BY REGULATION. This office recommends renewal of Permit No.W00004240.
