Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is a narrow (10'— 100') vegetated buffer along Lake Reidsville (a water supply watershed) generally comprised of early — to mid -stage mixed hardwood forest. (Oak, Maple, Hickory, etc.) There are occasionally early aged pine thickets and a few older Beech trees. The site is generally flat (1-5% slope), and general land use in the area is comprised of agricultural and forest with scattered low-density residential. 3b. Explain the purpose of the proposed project: To provide a 3'— 4' wide natural surface trail for hiking, cycling, and unimproved fishing access where allowable. No motorboat or human -powered boat access will be allowed from trail. 3f. A compact mini -excavator will be used and trail will be hand finished by volunteers with landscape architect supervision. Hand tools include rouge hoes, mcleods, and pruners. Comments: 61- Permanent -Approximately 100' of natural surface trail (3 feet wide) will be constructed above the 30 -ft buffer but within the 50 -ft buffer zone at a point where the property boundaries are close to the water's edge. The trail construction will require the removal of vegetation and organic matter form the trail tread area. The tread will then be graded to shed water. There will remain an undisturbed buffer or approximately 45 ft in width between the trail area and the surface water. B2 - Temporary - 24 ft of wooden bridge will be constructed to cross a narrow out fall from a pond above the 30 -ft buffer area but within the 50 -ft buffer area. Footers for the bridge will be set outside of the stream and no surface water will be impacted by construction of final use of the bridge. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The trail has been designed to avoid very flat and very steep slopes to the greatest degree possible. Trail tread is measured with a clinometer to avoid too steep (fall line) or too flat (water gathering) trail tread. Walkways, raised above the ground level to facilitate water movement, are to be used for crossing intermittent streams ands an bridges are to be used to cross any perennial streams. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Trail construction disturbance will be constrained to the immediate area of the trail corridor and will comprise removal of small vegetation (less than 3" DBH) and organic topsoil. Grading of underlying mineral soil will be minimal. Daily disturbed area will be less than 2,000 sq. ft. and not more than 500 linear ft of the trail will be left uncovered at any time as the trail is being put in. FORM: BA 10-2013 Page 4 of 6 2. The trail will be both the yellow and the orange lines. DESCRIPTION OF TRAIL: Trail will be natural surface, approximately 3' wide and 2.25 mi in total length. We will not be using any gravel. Short sections of boardwalk may be required to stay off intermittent streams, and are not expected to exceed 25' in length. One or 2 bridges may be required and will be 16' or less in length and 6 to 8 inches off the ground to allow for water to pass underneath. These are low impact structures, and we expect minimal displacement of organic material during construction. Less than 1 acre of land disturbance is expected for the entire project.
