D. Impact Justification and Mitigation
1. Avoidance and Minimization

Due to the location of wetlands on the lot it is difficult to avoid any impacts because of wastewaer setbacks and available
room to construct home. Several design options were evaluated and they all resulted in impacts to the exisitng wetland area.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
An engineered septic system was evaluated to reduce setbacks and space. It did not reduce wetland impacts and save a
significant amount of space. The engineered system is triple the price and not cost prohibitive. The proposed house is pile
supported but the garage will be constructed on a concrete slab and can not be pile supported therefore construction
alternatives are limited.
