Douglas Spell, P.E., Town Engineer Town of Cary Post Office Box 1147 - Cary, North Carolina 27512-1147 RE: Town of Cary Reduction in Wastewater Flows Wake County Dear Mr. Spell: On May 12, 1994, the Division received your wastewater flow reduction request and support documentation concerning wastewater flows associated with present residences in the Town of Cary. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per bedroom as required in required by North Carolina Administrative Code to 275 GPD per household for single family residential units and 100 GPD per bedroom for multi -family units. In support of your request, documentation and water consumption data was supplied from households Iocated in Cary. On May 23, 1994, after a preliminary review by the Division, additional information and water consumption data was requested. This information was provided to the Division on May 25, 1994. An evaluation was completed by the Division in accordance with 15A NCAC .0219(I)(3) using the water consumption data provided for five hundred and ninety-one (591) households in six different subdivisions. The data included twelve (12) months of data starting from January 1993. The peak month was determined to be July 1993. Using the water consumption data for the month of July, the Town of Cary eliminated twenty-nine (29) households with zero (0) or extremely low flows. Upon review by the Division, an additional twelve (12) households were deleted which had flows equal to 0.0 or less than 5.0 GPD per household for the month of July. Using the remaining water consumption data, a flow rate of 278.5 GPD was calculated. In view of the information submitted., the Division of Environmental Management will allow the use of 280 GPD per residence and 100 GPD per bedroom for multi -family units on all applicable non - discharge permit applicadons for future wastewater collection extensions which will be made tributary to the South Cary Wastewater Treatment Plant (Permit No. NCO065102) and to the North Cary Wastewater Treatment Plant (Permit No. NCO048879). This consideration applies to any applicable future projects submitted to this Division as well as any projects which are presently under review. This letter must be submitted with future wastewater collection extension applications. In short, a professional engineer does need to prepare and sign the permit application for the existing unpermitted sewerline. They need to certify that the line has been constructed according to the State Rules and Minimum Design Criteria, to the best of their knowledge. They need to do whatever investigation they feel is necessary for this. If they think there's something that's doesn't meet minimum design criteria (for example, doesn't meet the minimum slope), they'd need to request a variance. Below I'm attaching the email I received from our collection system coordinator that has a little more information. The engineer can call our Collection System Coordinator, although she will only be in the office on Monday before Thanksgiving, and then after Thanksgiving. Her name is Christyn Fertenbaugh, and she's at 919-707-3625. Here's what she said: "For existing lines - an engineer needs to be able to certify that to the best of his/her knowledge, the line is constructed in accordance with the Rules and MDC and will function properly. if they believe that it does not meet the current Rules/MDC, then they need to request a variance or at least give me a call so we can figure out what to do... In previous cases, I believe they ended up either doing a camera of the line or spot -digging to determine what was there... Since they will be adding flow to an existing non -permitted line, l would think it would be prudent to verify what is actually there to ensure that it will function as expected with the additional flow. The level of investigation is up to the individual engineer, as they need to determine what level of knowledge they feel comfortable with to state that to the best of their knowledge, it is installed properly... Your second question is a good question. We've had these situations before, and a PE has signed and sealed the application, but I understand that a PE may not want to in this situation since they neither designed the line nor observed it's construction. Per the Town's sewage generate rate, two single family lots generate 560 gpd flow. I'd like to confirm the sewer still needs to be permitted through the regular process. The Fact Track application requires a PE to seal and certify. Does this requirement apply to this situation where the sewer is existing?
