I discussed the Clearwater letter with Andrea Leslie and Chris Goudreau in preparation of the WRC letter; therefore, I
concur with the WRC letter.
The WRC letter aligns with the intent of dam safety rule 15A NCAC 02K.0502(c)(6); and supports DWR remarks in Item
11 from onsite meeting notes from 10-15-18; DWR internal discussions on 4-12 & 17-18; and Jay Zimmerman's memo of
2-1-16.
