Unforeseen delays in the project prevented construction from proceeding before the expiration of the permit that was authorized October 20, 2015 and expired on March 18, 2017. However, the proposed project remains the same. The town of Fuquay-Varina proposes to construct a 10-foot wide asphalt and timber boardwalk greenway with 2-foot wide grassed shoulders. The greenway will be approximately 2000-feet long, of which 400-feet will be timber boardwalk. The proposed greenway will connect Honeycutt Park to an existing greenway east of NC 55. Kimley-Horn identified one perennial stream (SA) and one wetland (WA) within the project corridor. No open waters were delineated within the study area. Stream SA has been heavily impounded by numerous beaver dams and is mapped on both the USGS Topographic Map and the NRCS Soil Survey Map for Wake County. Wetland WA is a large floodplain wetland located adjacent to stream SA. The majority of wetland WA will be boardwalked to minimize impacts, however, minor impacts to WA are proposed at Site 2. A buffer determination was issued for the project by James Graham of the NC Division of Water Resources (NCDWR) on June 5, 2015 (NBRRO#15-228). James Lastinger of the US Army Corps of Engineers (USACE) issued a Jurisdictional Determination for the project corridor on October 20, 2015 (SAW-2015-01053). Impacts to jurisdictional features have been minimized to the greatest extent practical, and boardwalks will be used to avoid stream impacts and to minimize wetland impacts. Minor buffer and wetland impacts will result from the proposed project, but overall the project will improve protection and public appreciation for these environmentally sensitive areas.
