Dear Mr. Thornton:
On September 20, 2000, staff from the Fayetteville Regional Office of
the Division of Soil and Water performed an annual review of the Robert
AIlen Thornton Farm in Sampson County. The review revealed that the crops
called for in the CAWMP were different than the crops being irrigated on.
Corn and soybeans were noted as being planted in fields where bermuda is
called for in the plan. This wilt change the amount of nitrogen that should be
utilized at your farm site. It was also noted that weekly freeboard records
were not being kept at your permitted facility. These deficiencies were
referred to the Division of Water Quality, as required, by The Division of Soil
and Water.
In regard to the deficiencies noted during the inspection, the following
actions are requested:
1. Follow the croping system called for in your CAWMP.
2. Keep weekly freeboard records as required by the General Permit.
Please provide this office with a written response, by November 7,
2000, as to the actions taken, or proposed to be taken, to resolve the
deficiencies noted. Nothing in this letter should be taken as absolving this
facility of the responsibility and liability of any violations that have resulted or
may result from these deficiencies.
