NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DIVISION OF WATER QUALITY FAYETTEVILLE REGIONAL OFFICE DIVISION OF WATER QUALITY January 20, 2000 Mike Hope 826 Chancey Road Clinton, NC 28328 SUBJECT: NOTICE OF DEFICIENCY Mike Hope Farms Facility Nos. 82-142 and 82-166 Sampson County Dear Mr. Hope: On November 22, 1999, staff from the Fayetteville Regional Office of the Division of Water Quality conducted routine inspections of your swine facilities located in Sampson County. A review of the irrigation records indicated that the last waste sample taken for the facilities was in May of 1999. An analysis of the animal waste should be conducted as close to the time of application as practical and at least 60 days (before or after) of the date of application. It was also determined that the irrigation records did not coincide with the irrigation design and the Certified Animal Waste Management Plan (CAWMP). The Division of Water Quality requests that the following items be performed: I. Immediately begin taking waste samples as close to the date of application as practical but at least 60 days before or 60 days after application as required by the CAWMP. 2. Immediately begin maintaining irrigation records to coincide with the irrigation design and the CAWMP. The number of acres specified in the irrigation design, should match the number of acres used to calculate the irrigation records.
