Facility No. 82-119 Sampson County Dear Mr. Blanchard: You are hereby notified that, having been permitted to have a non discharge permit for the subject animal. waste disposal system pursuant to 15A NCAC 2H .0217, you have been found to be in violation of your 2H .0217 Permit. On June 5, 2000, staff from the Fayetteville Regional Office of the Division of Soil and Water performed an annual review of the Whitehorse Farm in Sampson County. The review revealed that there was over application of nitrogen on the corn crop on pull #7C by seventeen pounds. It was noted also that there was over application on the small grain crop of 32 pounds on pull #7C and 27 pounds on pull 45B. It was also noted that soil samples needed to be taken of all spray fields. The Division of Water Quality requests that the following item(s) be addressed: 1. Please be advised that this notice does not prevent the Division of Water Quality from taking enforcement actions for this violation or any past or future violation. Furthermore, the Division of Water Quality has the authority to levy a civil penalty of not more than $25,000.00 per day per violation. Please provide a written response to this office on or before October 25. 2000 regarding corrective actions taken or planned. Howes, Secretary Mr. John Blanchard 390 Carrolls Road Warsaw, NC 28398 Dear Mr. Blanchard: E)r-=HNF;Z DIVISION OF WATER QUALITY May 15, 1997 SUBJECT: NOTICE OF DEFICIENCY White Horse Swine Facility Registration No. 82-119 Sampson County On May 8, 1997, staff from the Fayetteville Regional Office of the Division of Water Quality inspected the White Horse swine facility. It was observed that the certified animal waste management plan (CAWMP) was out of date and did not reflect the actual crops grown and the facility was registered as having a capacity of 3670 swine rather than 7340 swine. The inspection revealed that the Certified Animal Waste Management Plan (CAWMP) should reflect corn, soybean, and wheat rotation rather than bermuda grass and small grain. Also, additional acreage has been purchased and should be incorporated in the CAWMP. The lagoon dikes need to be planted in grass cover to prevent erosion and weeds need cutting to prevent rodent harborages. In regard to the deficiencies noted during the inspection, the following actions are requested: 1. Contact a technical specialist to update the CAWMP to include the additional acreage and the appropriate crops. 2. Consult with a technical specialist in regard to record keeping for the plant available nitrogen (PAN) balance on the IRR -1 and IRR -2 forms. 3. Consult with a technical specialist with the Agriculture Extension Service to assist in possible cover grass options on the lagoon dikes. 4.
