Dear Mr. Parker,
On 09/06/2013, staff of the NC Division of Water Resources (DWR), Water Quality Program inspected
the Ward Parker Farm and the permitted waste disposal system. We wish to thank you for being present
and assisting during the inspection.
As a result of this inspection, the following deficiencies were noted:
Deficiency 1:
Failure to file a plan to remove sludge in your lagoon (Permit No. AWGI00000, Section 111.19)
A sludge Plan of Action is required to be filed with DWR (formerly DWQ) within ninety (90) days of
first documentation of sludge levels exceeding 50% (0.50) of the liquid treatment zone. On 5/18/2011,
Lagoon I was documented at 54% (0.54) of the liquid treatment zone on your Sludge Survey. No Sludge
Plan of Action has been received by DWR. Mention of non-compliance was made on the 12/12/2012
Compliance Inspection.
Required Corrective Action for Deficiency 1:
Please file a Plan of Action (attached) by Nov 18, 2013 to Fayetteville Regional Office (address on
footer).

Deficiency 2:
Failure to clean out sludge. (Permit No. AWG 100000, Section IH. 19)
Sludge levels of over 50% are required to be reduced within 2 years of first documentation of sludge
levels exceeding 50% (0.50) of the liquid treatment zone.
Required Corrective Action for Deficiency 2:
Please reduce sludge levels below 50% within 1 year of this Notice of Deficiency (by September 30,
2014).
A number of detailed planning steps are required for this process to be done correctly. Please be sure and
get some assistance, including a Technical Specialist to make a detailed Sludge Management Plan if you
are planning to land apply the sludge.

Dear Mr. Parker:
You are hereby notified that, having been Permitted to have a non
discharge permit for the subject animal waste disposal system pursuant to 15A
- _ NCAC 211 .0217, you have been found to be in violation of your 2H .0217
z:4hj Permit.
' On August 16, 2000, staff from the Fayetteville Regional Office of the
' Division of Soil and Water performed an annual review of the Ward Parker
Farm in Sampson County. The review revealed that there were no records for
the winter crop. It was also noted that your records indicated that pumping
r Af occurred on bermuda in November. The last allowable day to credit nitrogen
to bermuda due to rains from the hurricane was the end of October. This is a
violation of your CAWMP and the General Permit Condition 111.6.f, which
requires Regional notificatiori of over application. This violation was referred
k to the Division of Water Quality, as required, by the Division of Soil and
'-� Water.
The Division of Water Quality requests that the following item{s} be
addressed:
1. Avoid over application of nitrogen to any crop in your CAWMP.
2. Over application shall be reported per the General Permit.

Failure to comply with the above conditions may result in the facility losing it's General
Permit and being required to obtain an individual non discharge permit for the facility.
Please be advised that this notice does not prevent the Division of Water Quality from taking
enforcement actions for this violation or any past or future violation. Furthermore, the Division of
Water Quality has the authority to levy a civil penalty of not more than $25,000.00 per day per
violation.
Please provide a written response to this office on or before November 14, 2000 regarding
corrective actions taken or planned. If you have any questions concerning this matter, please do
