NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES FAYErrEVILLE REGIONAL OFFICE DIVISION OF WATER QUALITY May 28, 1999 Kenneth Robinette 126 Scotch Lane Marston, NC 28363 SUBJECT: NOTICE OF DEFICIENCY Cognac Farms Facility No. 77 - 19 Richmond County Dear Mr. Robinette: On May 19, 1999, staff from the Fayetteville Regional Office of the Division of Water Quality inspected the Cognac Farm swine facility. It was observed that portions of the back slopes along with an area at the toe of the lagoon dike contained some erosion. There was some trash (bottles, syringes, needles, etc.) observed within the lagoon. It was noted from the inspection that one of the application fields contained small grain. However, according to the Certified Animal Waste Management Plan (CAWMP) coastal bermuda was the specified crop for this field. Some of the spray fields had recently been resprigged. Only one waste sample was taken in 1998 according to the on-site records. The CAWMP requires that waste should be tested within 60 days of application. In regard to the deficiencies noted during the inspection, the following actions are requested: 1. Establish vegetation on the back slopes and the toe of the lagoon dikes to prevent further erosion. 2. Need to prevent trash from entering the lagoon through the discharge pipes from the buildings. 3.
