On June 8, 2000, staff from the Fayetteville Regional Office of the Division of Water Quality performed an inspection of the Wall Farm in Richmond County. The inspection revealed. that the fescue application field had not been addressed in the CAWMP for your farm. The inspection also revealed that the lagoon marker did not reflect the low point in the dam, nor did it show the nineteen inches above the start pump mark. The records required by the General Permit (weekly freeboard records) were not being kept and the General Permit and Certificate of Coverage (COC) were not available during the inspection. The Division of Water Quality requests that the following item(s) be addressed: Contact a Technical Specialist to have the fescue field added to the CAWMP. Contact a Technical Specialist to have the marker modified to reflect the required freeboard and to also reflect the low point in the dam. 3. Secure a copy of the General Permit and the COC to be kept at the farm site. 4. Keep a record of weekly freeboard levels as required by the General Permit. Failure to comply with the above conditions may result in the facility losing it's General Permit and being required to obtain an individual non discharge permit for the facility. Please be advised that this notice does not prevent the Division of Water Quality from taking enforcement actions for this violation or any past or future violation. Furthermore, the Division of Water Quality has the authority to levy a civil penalty of not more than $10,000.00 per day per violation. Please provide a written response to this office on or before June 29, 2000 regarding corrective actions taken or planned. The inspection revealed that the fescue grass crop in both waste application fields had a substantial problem with weed competition. Also, the bermuda grass field had a problem with weeds and the current waste utilization plan (WUP) list this field as a millet and rye. In addition, waste samples were not collected as often as required. The Division of Water Quality requests that the following items be addressed: 1. The bermuda grass waste application field and the fescue fields need a chemical application to remove the weeds (dog fennel, mares tail etc.) to prevent loss of crop and to produce a marketable 1 usable product. Contact an agronomist for assistance with appropriate chemical recommendations. 2. Collect waste samples within sixty (60) days of waste application to comply with the recordkeeping requirements of your General Permit. 3. Contact a technical specialist for assistance with the modification of your WUP for the appropriate crop.
