On behalf of the Town of Pittsboro, please find attached documentation in support of a Fast -Track
Application (FTA 04-16) for the above referenced project. The purpose of the project is to install
a new sewer interceptor to serve the Chatham Park development and surrounding area. The
interceptor will extend from the proposed Chatham Park WWTP in a northerly direction paralleling
an unnamed tributary of Robeson Creek to and across US-64 (near the new elevated water tank).
This project included the construction of approximately 9,700 linear feet of 24 to 8-inch, gravity
sewer, associated manholes, jack and bore under US-64, connection to the proposed Chatham
Park WWTP, site restoration, and all other work necessary to provide a working gravity sewer line.
This project will be permitted at zero flow since this is the first part of the future Chatham Park
development and the future connecting sewers will have the permitted flows. Please note that
the Chatham Park WWTP (WQ0039375) is under construction.

We are reviewing the subject application and need additional information.
1. Item V. of the application was blank. As required, please provide the downstream sewer permit number,
downstream sewer size, system wide collection system permit number, and owner name.
This project is the initial sewer from the proposed Chatham Park WWTP (WQ0039375), there
is no downstream sewer.
2. Item IX.2. noted that separation requirements for wetlands is not met (50 feet separation). Please explain how
separation requirements will be met for this project.
TESTING OF GRAVITY SEWER LINES THROUGH WETLANDS:
For this project, there are two areas were wetlands could not be avoided. The sewer pipe in
these areas will be AWWA C-900. These lines will be hydrostatically tested prior to being
placed into service. Hydrostatic pressure testing requirements for these gravity sewer lines
will be determine by the difference in elevation (in feet) between the invert out of the
downstream manhole and the rim elevation of the upstream manhole, then dividing the
difference in elevation by 2.31 psi per foot of change in elevation and then multiply that
number by a 1.5 safety factor to determine the required testing pressure. Each individual line
segment of AWWA C-900 pipe will be hydrostatically tested to this pressure and will ensure
that no allowable leakage is allowed over a two-hour period. All tests will be performed in the
presence of the Owner and/or Engineer.
