The Corps is in agreement that since the work is all temporary and no additional mitigation will be required, this revision can be processed through this email exchange, field adjustment. The Corps will refer to the revised drawings and updated impact summery sheet for future compliance purposes. As you have stated in the write up, the Corps is interested in making sure the top soil is replaced last in the trench and that the elevation matches the adjacent wetlands. The original impacts for installing the proposed 8" waterline was only 6 ft in width for temporary excavation and temporary fill. This would not even allow enough width to lay the slopes back for the excavation to meet safety standards for trenching or have enough area to operate the machinery. Now that the waterline has been revised to a 16" line there is definitely not enough permitted area to install the waterline. We have run the numbers based on the required trench depth and slopes to determine that 0.1 acres of temporary excavation is actually required to install the waterline at utility Site 2 (the original permitted temp. excavation for this site was 0.02 ac). An additional 0.01 ac of temporary fill is also required also required at utility Site 2 for this work. Because the temporary excavation will extend into the previously permitted HC for the aerial utility line, the HC for utility Site 1 will decrease to 0.16 ac (originally 0.17 ac). Attached is a revised permit drawing for the waterline labeled as NES 05A and an updated WIS dated 4/2/19 with the revised impact numbers. I have discussed this at length with Jimmy and the contractor has agreed to place the temporary fill on fabric so the original natural ground elevation can easily be restored. The RE office and contractor are also aware that the material excavated from the trench must be placed back in the manner that it was excavated with the organic material being placed back on top of the trench and at the same elevation as the adjacent wetlands. Since this revision only pertains to proposed temporary impacts and does not require additional mitigation, I was unsure if we needed to pursue a formal permit modification or if this e-mail and attached documents were sufficient documentation. We can discuss this more on Thursday if needed, but I need to process this as quickly as possible because the contractor is on hold and we need to get this work completed prior to putting traffic on this facility.
