SUBJECT: NOTICE OF DEFICIENCY
F & D Allred Swine Farm
Registration No. 63-02
Moore County
On May 9, 1997, staff from the Fayetteville Regional Office of the Division of Water
Quality responded to a complaint at the application fields for the David Allred swine facility.
It was observed that the animal waste and sludge was being spread at a rate that exceeded the
infiltration rate of the soil resulting in run-off from the field into the state highway ditch.
The waste entered the ditch and migrated toward waters of the State, namely Grassy Creek,
resulting in possible enforcement action by this Division. The run-off did not reach Grassy
Creek as determined by Division staff and therefore no enforcement action is required by the
Division.
According to our conversation with Mr. David Allred on May 9, 1997, he stated that the
animal waste had been applied by a contractor and he would incorporate the waste into the
soil immediately to prevent any additional run-off. Mr. Allred phoned the Division of Water
Quality on the afternoon of May 9, 1997 to confirm that the preventive measures had been
taken as previously requested. We recommend that future application events are carefully
monitored and scheduled during appropriate weather conditions to avoid run-off problems.
Nothing in this letter should be taken as absolving this facility of the responsibility and
liability of any violations that have or may result from these deficiencies.
