Facility No. 09=89; ::09-90 Bladen County Dear Barefoot: On April 14, 1997, staff from the Fayetteville Regional Office of the Division of Water Quality inspected the above Prestage Farms swine facilities. It was observed that animal waste were being applied to the small grain (rye) crop that exceeds the nitrogen uptake of the crop. The inspection revealed that the records for the waste application (IRR -1) did not reflect the actual application of nitrogen applied on the crops. The nitrogen balance record (IRR -2) was not being calculated for the field numbers 1, 2, & 3 as designated in the waste management plan resulting in an exceedance to the crop of plant available nitrogen. In order to correct this deficiency you are requested to implement the following: 1. The certified waste management plan does not include small grains (rye) overseeding. Please upgrade your certified waste management plans to include the winter overseed and to include the additional acreage recently cleared and sprigged with coastal bermuda. 2. Begin immediately to calculate the nitrogen balance for the crop field basis on the IRR -2 form to prevent exceedances of the crop uptake. It was observed that the Bermuda grass spray fields have considerable competition with other grasses and weeds. It was also observed that the hay bales that are stored at the facility should be removed annually. In regard to the deficiencies noted during the inspection, the following actions are requested: 1. Consult with an agriculture extension specialist for assistance in regard to the removal of the competition grasses and weeds an the evaluation of the bermuda grass stand. 2. Continue to work on the removal of last seasons bermuda hay bales. NOTICE OF DEFICIENCY RECISION P-17 Swine Facility Registration No. 09-89 Bladen County Dear Mr. Barefoot: On September 25, 1998, staff from the Fayetteville Regional Office of the Division of Water Quality reinspected the P-17 swine facility at your request. It was observed that the bermuda grass spray fields have improved considerably since the previous inspection on June 19, 1998. The grass and weed competition had been removed and or controlled in the bermuda grass spray fields and the bermuda grass was considerated adequate in most of the fields by the inspector. It was also observed that the majority of the old hay bales that were stored at the facility had been removed. After confirming corrections of the deficiencies noted at the facility previously, this letter is being issued to rescind the Notice of Deficiency issued for this facility on July 9, 1998.
