This letter is in response to NOD-2019-LV-0046, fecal permit limit exceedance at the 12 Mile
Creek WRF.
Aging equipment trying to treat the excessive flows due to the unprecedented wet weather that
has affected our area for the past few months contributed to this exceedance.
At our 12 Mile Creek WRF we have two Ultra -Violet (UV) disinfection systems in place. The
newer system was installed during the 2006 plant expansion, and is adequate for normal daily
flows. The older system was installed in 1997 when the plant was first built. Although it is
maintained with regular lamp and ballast replacement, it is not as effective as the newer system.
It remains inactive until a high flow event (over 6MGD) requires that it be operated in
conjunction with the newer system. This was the case during the period that this exceedance
occurred.
As part of our current plant expansion, we are installing two new UV trains rated at 12MGD.
These will be operable in the next 2-3 months. At that time both the 1997 and 2006 systems will
be demolished and removed. This new, larger system should place us in a position to avoid
future fecal coliform exceedances.
