HumT NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES FAYETTEVILLE REGIONAL OFFICE DIVISION OF WATER QUALITY April 7, 1999 CERTIFIEDMA RETURN RECEIPT REQUESTED Mr. Leonidas McSwain Rt. 1, Box 287 Peachland, NC 28133 SUBJECT: NOTICE OF DEFICIENCY McSwain Swine Facility Registration No. 04-12 Anson County Dear Mr. McSwain: On March 30, 1999, staff from the Fayetteville Regional Office of the Division of Water Quality inspected the McSwain swine facility. It was observed that waste was spilled around the pit pump station and on the dirt path going to the waste application field. In addition, waste samples need to be collected more frequently and the waste application records were not being maintained correctly. In regard to the deficiencies noted during the inspection, the following actions are requested: Consult with a technical specialist for assistance in regard to the possible options available to improve the animal waste loading area to prevent future spills and modify the waste handling equipment to prevent leaks and spills. 2. Collect waste samples as close to the time of application as possible or within 60 days.
