McSwain Swine Facility
Registration No. 04-12

Dear Mr. McSwain:
On March 30, 1999, staff from the Fayetteville Regional Office of the
Division of Water Quality inspected the McSwain swine facility. It was
observed that waste was spilled around the pit pump station and on the dirt
path going to the waste application field. In addition, waste samples need to
be collected more frequently and the waste application records were not
being maintained correctly.
In regard to the deficiencies noted during the inspection, the following
actions are requested:
Consult with a technical specialist for assistance in regard to the
possible options available to improve the animal waste loading area
to prevent future spills and modify the waste handling equipment to
prevent leaks and spills.
2. Collect waste samples as close to the time of application as possible
or within 60 days. Modify your waste application records to comply
with your certified animal waste management plan (CAWMP) in
regard to the appropriate plant available nitrogen (PAN) rate for the
crop and maintain an IRR -I form for individual applications and ager
completing the field total the loads and make one entry for the entire
field on the IRR -2 form for that field.

or proposed to be taken to resolve this deficiency. Nothing in this letter should be taken as
absolving this facility of the responsibility and liability of any violations that have or may result
from these deficiencies.
