No: N/A Funding: � State ❑ Federal Federal Permit Required? � Yes ❑ No Permit Type.• USACE (not speciGed) Project Description: NCDOT's Division 7 proposes to replace Pipe# 40 2226 carrying an Unnamed Tributary of Little Alamance Creek under Bethel Church Road (SR 2930) in Guilford County. Pipe# 40 2226 is located about 0.92 mile (4,868 feet) west of the intersection of Bethel Church Road (SR 2930) and Knox Road (SR 2814) and was installed in 1979. Since Final Plans have not been developed yet, the Study Area far the project will be centered on the pipe location and measure about 150 feet wide (i.e. 75 feet from centerline) and about 264 feet from either side of the pipe location. A Permanent Drainage Easement (PDE) will probably be necessary on both sides of the road, but will be contained within the Study Area. Overall, the Study Area will encompass about 74,364 square feet (1.71 acres), inclusive of the existing roadway and structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Wednesday, November 15, 2017. A map review and site file search was conducted at the Ofiice of State Archaeology (OSA) on Friday, November 3, 2017. An archaeological survey has never been conducted at this particular location, and no archaeological sites have been recorded within one (1) mile of the project area. Digital copies of HPO's maps (McLeansville Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Friday, November 17, 2017. There are no known historic architectural resources located within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the Study Area. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: Although this is a State-funded project, a Federal permit will be required. A permanent drainage easement (PDE) will be necessary as well as additional ROW. The size and shape of the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register- listed) archaeological resources located within the project's Study Area that would require our attention. Based on the description of the proposed project, activities will take place beyond the NCDOT's existing `7Jo ARCHAEOLOGYSURVEYREQUIRED "form far Minar Transportation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 17-10-0016 60-foot ROW along Bethel Church Road (SR 2930), most likely within the area of the PDE and the minor expansion of the ROW from 60 feet to 65 feet. From an environmental perspective, the Study Area falls within a rural, agricultural area, is located on either side of an unnamed tributary within the Piedmont physiographic region of North Carolina, and consists of two (2) soil types: Chewacla sandy loam (Ch) and Enon iine sandy loam, 6-10% slopes (EnC). Based on the somewhat poorly drained conditions along the drainage and the topography to either side, preservation of intact archaeological resources would not be anticipated under such environmental conditions. The Office of State Archaeology (OSA) has reviewed several projects within the vicinity of Pipe# 40 2226 for environmental compliance, including railway improvements (ERs 02-9731 and 07-1584), transportation improvements (ERs 03-0820 and 03- 2772), and a borrow pit (ER 99-7023). Stating a low probability far intact and significant archaeological sites to be present, OSA did not require an archaeological survey for any of these projects. In fact, the proposed widening of Bethel Church Road (SR 2930) from 18 feet to 26 feet was previously reviewed as part of the NCDOT's Moving Ahead! program in 2003 (MA07200R); no survey was recommended at that time. Moreover, soil conditions at the location of the Santero Industries Borrow Pit are similar to those within the Study Area; such conditions were considered to have a low probability and the project was later cleared by OSA staff. Within five (5) miles of the Study Area, NCDOT's Archaeology Group has reviewed ten (10) transportation-related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO), none of which is located within one (1) mile of the proposed project. An archaeological survey was recommended far only two (2) of these proj ects, based on the presence of well-drained, upland-like settings. It must be noted that the soil conditions at these two project locations mirror those present within the Study Area. No archaeological sites were recorded as a result of the survey for these two projects. As with similar pipe replacement projects, ground-disturbing activities are typically confined to the Permanent Drainage Easement (PDE). In this instance, the PDE would most likely be located in an area composed entirely of somewhat poorly drained soils (i.e. Ch). Given the limited nature of the Study Area beyond the existing ROW, the suspect soil conditions and topography within and along the drainage, and the fact that similar project areas have been reviewed and surveyed with negative results, there is a low probability far significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
