State MCC Funding.• � State ❑ Federal � Yes ❑ No Permit Type: USACE (not specified) Project Description: NCDOT's Division 10 proposes to replace Bridge No. 234 on Jack's Branch Road (SR 1637) over Cabbage Branch in Anson County. Bridge No. 234 was built in 1955 and has been chosen to be replaced. The existing cross-section consists of a 17-foot paved roadway with no shoulders. The proposed cross-section is to consist of a 20-foot paved roadway with 3-foot shoulders. Existing ROW is listed as 50 feet. A Proposed ROW width of 80 feet has been submitted. Project length is listed as about 0.09 mile (475 feet). Since Preliminary Design Plans have been developed, an Area of Potential Effects (APE) has been generated in order to facilitate environmental planning purposes at this stage. The APE is centered on the bridge location and encompasses only about 0.86 acre, inclusive of the existing roadway and any modern development. Additional ROW (0.06 acre on the north and 0.11 acre on the south) will be necessary at the crossing itself to cover additional ditch work. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Tuesday, October 30, 2018. A map review and site file search at the Office of State Archaeology (OSA) was conducted on Wednesday, October 31, 2018. No archaeological surveys have been conducted at this particular bridge location and no archaeological sites have been recorded within one (1) mile of the proposed project. Digital copies of HPO's maps (Ansonville and Polkton Quadrangles) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb� were last reviewed on Monday, November 19, 2018. There are no known historic architectural resources located within or adjacent to the APE for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This is a State-funded project for which a Federal permit is anticipated. Permanent/temporary easements will be necessary as well as additional ROW. Based on the design plans submitted as part of the request, the size and shape of the APE have been drawn in a way to capture any possible ground-disturbing activities associated with this project beyond NCDOT's existing ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological "No ARCHAEOLOGYSURVEYREQUIRED "form for Minor Transportation Projects as Quadified in the 2007/2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 18-10-0039 resources located within the project's APE that would require our attention. Based on the description of the proposed project, activities may take place beyond the NCDOT's existing ROW, but only within the channel of Cabbage Branch. From an environmental perspective, the APE falls within a rather ruraU agricultural setting and is composed primarily of one (1) soil type (Chewacla loam, 0-2% slopes, frequently flooded [ChA]), the somewhat poorly drained quality of which would not be considered favorable for intact archaeological resources to be present. In the vicinity, the Office of State Archaeology (OSA) has reviewed a few projects for environmental compliance, including a possible timber sale (Anson County Tract [no ER#]), a cell tower location (CT 01-0005), a natural gas line (ER 00-8639), and a bridge replacement project (ER 86-7381). Although surveys were conducted for the possible timber sale and the natural gas line, such surveys were recommended based on the sheer amount of undisturbed land to be impacted by those proposed projects. The gas line was to cross six (6) counties and the timber sale covered a 258-acre parcel on the south/west side of Jack's Branch. No archaeological sites were documented within a 1-mile radius of the proposed project. Within five (5) miles of the APE, NCDOT's Archaeology Group has reviewed at least two (2) transportation-related projects (PAs 14-OS- 0018 and 16-02-0049) for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO), neither of which are within one (1) mile of the proposed project. An archaeological survey was recommended for the replacement of Bridge No. 315 on SR 1629 over Jack's Branch based on the presence of favorable soil conditions and landforms. An archaeological survey, however, was not recommended for the replacement of Bridge No. 217 on SR 1654 over Lanes Creek based on the absence of favorable soil conditions and landforms. Although one (1) archaeological site (31AN196-a nondiagnostic lithic scatter) was documented during the survey for Bridge No. 315, it was deemed not eligible for the NRHP. Based on the information above (soil conditions and previous review/survey wark), there is a low probability for significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current APE, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological wark is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
