NC0034304 I11 121 19/03/27 117 18 JCJ Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The inspector, Linda Wiggs, met with the ORC Gary Kuykendall. All items noted in the previous inspection have been addressed. A new sampler has been installed. Sampling is occurring after all treatment units. The flow meter has been calibrated and setup properly with the new sampler. Flow concerns have been addressed by pump management at the EQ and the flow readings appear to have been incorrect due to previous calibration. Solids management at the plant is much improved and now appears affective. Page# Permit: NCO034304 Owner - Facility: Windy Gap Camp WWTP Inspection Date: 03/27/2019 Inspection Type: Compliance Evaluation Operations & Maintenance Yes No NA NE Is the plant generally clean with acceptable housekeeping? 0 ❑ ❑ ❑ Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable ❑ ❑ ❑ Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: settleable solids, sludge judge, DO Grease balls were noted in the plant; continued conversation with kitchen staff is warranted. Permit (If the present permit expires in 6 months or less). Has the permittee submitted a new application? Is the facility as described in the permit? # Are there any special conditions for the permit? Is access to the plant site restricted to the general public? Is the inspector granted access to all areas for inspection? Comment: Equalization Basins Is the basin aerated? Is the basin free of bypass lines or structures to the natural environment? Is the basin free of excessive grease? Are all pumps present? Are all pumps operable? Are float controls operable? Are audible and visual alarms operable? # Is basin size/volume adequate? Low/normal flow goes directly into the aeration basins; at this time the malority is directed to the concrete plant. Aeration Basins Mode of operation Type of aeration system Is the basin free of dead spots? Are surface aerators and mixers operational? Are the diffusers operational? Is the foam the proper color for the treatment process? The ORC has been monitoring the DO and level of solids since the last inspection and has gotten the system operating much better. It is the off season for the camp; the ORC has made appropriate operational changes to compensate for less flow/food. Secondary Clarifier Yes No NA NE Is the clarifier free of black and odorous wastewater? 0 ❑ ❑ ❑ Is the site free of excessive buildup of solids in center well of circular clarifier? ❑ ❑ 0 ❑ Are weirs level? 0 ❑ ❑ ❑ Is the site free of weir blockage? 0 ❑ ❑ ❑ Is the site free of evidence of short-circuiting? 0 ❑ ❑ ❑ Is scum removal adequate? 0 ❑ ❑ ❑ Is the site free of excessive floating sludge? 0 ❑ ❑ ❑ Is the drive unit operational? ❑ ❑ 0 ❑ Is the return rate acceptable (low turbulence)? 0 ❑ ❑ ❑ Is the overflow clear of excessive solids/pin floc? 0 ❑ ❑ ❑ Is the sludge blanket level acceptable? This calibration corrected previous calibrations' flows. The previous calibration appears to have overestimated flows. Effluent Pipe Yes No NA NE Is right of way to the outfall properly maintained? 0 ❑ ❑ ❑ Are the receiving water free of foam other than trace amounts and other debris? 0 ❑ ❑ ❑ If effluent (diffuser pipes are required) are they operating properly? ❑ ❑ 0 ❑ Comment: Effluent Sampling Yes No NA NE Is composite sampling flow proportional? 0 ❑ ❑ ❑ Is sample collected below all treatment units? 0 ❑ ❑ ❑ Is proper volume collected? 0 ❑ ❑ ❑ Is the tubing clean? 0 ❑ ❑ ❑ # Is proper temperature set for sample storage (kept at less than or equal to 6.0 degrees 0 ❑ ❑ ❑ Celsius)? Is the facility sampling performed as required by the permit (frequency, sampling type 0 ❑ ❑ ❑ representative)? Comment: New sampler installed. Setup on 3/13/2019, the first set of samples obtained this week. Also noted, Clearwater technician educated the ORC on how to properly use the sampler for proper flow proportional sampling; one important item is the need to correct for increased summer flows by resetting the pulses/gallons. For example, the steel plant has dual hopper clarifiers; only one of the clarifiers had plumbing to waste, now the ORC can waste from both. Page# 6
