8. PROJECT SUMMARY:
The project proposed is to construct a 2 -slip transient docking facility with all associated
dock components (2 platforms and one pier access) a minimum of 15' from both riparian
access lines.

9. Narrative Description
The Taylors Creek Group, LLC (MOONRAKER Restaurant) project is located on the
north side of Taylors Creek at 326 Front St. in Beaufort. The project area is found by
following the Morehead City Beaufort Causeway onto the new high-rise bridge over
Newport River and Town Creek Area. Once you cross over the bridge immediately turn
right at the stoplight onto Turner St. Follow Turner St. to the next stop sign and turn right
onto Front St. The site is located immediately on your left (adjacent to Taylors Creek) and
along the east side of the Maritime Museum Boat center.
This project is located within the Town of Beaufort's Locally Designated Historical
District but not the National Register Historical District and is classified as Urban
Waterfront. The property is 4,282 square feet in its entirety and is an average of 4' above
NHW. The shoreline length for this property is 56.44'. The site currently has an restaurant
with covered deck and bulkhead. The proposed development is a commercial project and
was previously permitted through the minor permit for a restaurant and covered deck area.
There are commercial properties to the east and west which include the NC Maritime
Museum boat center to the west and The Geer Family LLC business to the east.
The Town of Beaufort's Land Use Plan classifies this property as Commercial/Urban
Waterfront with all parts of the AEC classified conservation. Taylors Creek is not
designated as Primary Nursery Area and is closed to the taking of shellfish. Taylors Creek
within this area carries a water classification of SC/HQW and has a width of 715'. Water
depths are -25' nlw in the project area and riparian corridors have been drawn 90° from the
channel and USCOE Federal setback. The project would be approximately 422' from the
channel edge and 15' over the USACOE Federal setback. No SAVs or shellfish were
observed within the project area.
10. Project Description:
The Applicants proposal is to construct a 2 -slip transient floating docking facility with two
platforms and one access with gangway. The proposed docking facility would be a
minimum of 15' from both riparian access lines with the docking spaces proposed along
the west side of the proposed docking facility.
The applicant is proposing to construct a 6' x 21' fixed shore parallel (west to east) access
on the south-east side of the existing covered deck (meets 9/24/18 policy memo criteria in
figure 14). There would also be a 15' x 16' fixed platform along the south side of the
proposed access which would be integral with the pier access. A 6' x 37.5 gangway would
extend south from the fixed pier and would intersect a 6' x 25.5' floating platform (#one),
which would be oriented parallel to the shore (west to east) and placed waterward 27.56'
from the south elevation of the existing deck. The floating platform would extend
approximately 5.5' beyond the USACOE channel setback, however all fixed structures

(includes the anchor piles for the floating dock) would be landward of the setback line.
Slip # 1 would be located along the west side of the proposed gangway and south of the
fixed platform. Slip # 2 would be located along the south side of the proposed floating
platform. The ingress and egress of slips #1 (northernmost slip) would be from the west
which would keep navigation out of the shared eastern riparian access area of this
property. The east side of the gangway ramp access to the floating platform would not be
conducive or reasonable for temporary or transient docking due to the proposed scope and
the nature of the gangway ramp. The ingress and egress from slip #2 would be from the
east and west. The proposed floating dock would be 25' in length and there would not be
no tie -off pilings to accommodate long term dockage. The proposed docking facility
would be 15' from the western riparian corridor, 16' from the eastern shared riparian
corridor and a minimum of 30' between the existing eastern and western docking facilities.
Water depths within the slip areas are -25' nlw. As per the applicant, the typical boat using
the docking facility would be 22'-30' and of mixed types such as sail, charter, yachts and
power boats. The docking facility would prohibit overboard discharge with no overnight or
live aboard dockage. The proposed pier would meet the Y< width of the water body limits
(60' within 715' wide waterbody).
11. Anticipated Impacts:
The proposed access, platforms and docking facility would shade 519 ft' of estuarine
bottom and incorporate 1,000 ft' of public trust open water. The setting of pilings has the
potential to cause a temporary increase in turbidity during construction. There should be
no undue interference to navigation due to the fact that all work proposed would not
exceed a distance of 5.5' beyond the USACOE channel setback, all fixed structures would
be landward of the federal setback and remain within the existing pier head length.

Purpose: To add transient access and storage area, boat slips and water access to existing
waterfront restaurant.
Background: The Taylors Creek Group, LLC received CAMA Minor Permit 12-16 on 6/20/16 to
construct a new structure for a restaurant in the down town waterfront district in the Town of
Beaufort along Taylors Creek. The facility went through the Town of Beaufort's process for approval
within the Town's Historic District.
Now that the facility has been constructed and operational there is a desire to enhance the public
enjoyment of the waterfront and to create some access for the boating public. The proposed transient
access and storage area with an access ramp with floating dock provides those functions.
The US Army Corps of Engineer setback line was obtained from google earth and all fixed attributes
are waterward of their line. The floating dock is positioned such that it exceeds the setback line but no
fixed structure is beyond which typically meets the Corps encroachment criteria.
