Those include a residential area (first phases of development with no jurisdictional impacts) forest land, and agricultural land (pasture). The forest cover varies between hardwoods that occur near the existing tributaries and floodplain areas and mixed pine dominated stands on higher elevations. The forest community that makes up the buffer of the UT to Big Meadow Creek and the other smaller tributaries is dominated by Sweetgum (Liquidambar styraciflua), red maple (Acer rubrum), and Ironwood (Carpinus caroliniana). The shrub layer is dominated by Chinese privet (Ligustrum sinense). Jurisdictional waters of the US v.ere classified according to USAGE guideance. The results of the jurisdictional determination investigation indicated that were 4 jurisdictional streams present within the subject property. Stream S1 (SQA Stream flagging) is an intermittent channel that somewhat bisects the property from east to west and exits the property along the northwestern boundary. Stream S2 (SQB Stream flagging) is an intermittent channel and runs essentially parallel with the northwestern property line and empties into Stream S1 (SQA). Stream S3 (SBA Stream flagging) is a perennial channel that is the main unnamed tributary that drains the property to Big Meadow Creek. Stream S3 essentially bisects the southern portion of the property. Stream S4 (SBB Stream flagging) is a small, intermittent stream cut that occurs alongside Stream S3(SBA). All of these tributaries drain to Big Meadow Creek, a perennial, non -wetland waters of the US that is a part of the Yadkin -Pee Dee River Basin (HUG# 03040105)(USGS 1974). In addition to the 4 non -wetland waters of the US, there is one small, non -wetland open water body (SWBA flagging) (small farm pond) located near S3 on site. Please see Figures 1 and 4 of the graphics provided in the Jurisdictional Determination (attached) below to review stream locations on site. 4b. Explain the purpose of the proposed project,* The growth of the housing market in the greater Charlotte metropolitan area including the western portion of Stanly County, has been enormous since the end of the "Great Recession." The demand for housing has skyrocketed since 2011. However, within the last quarter, inventories have been increasing, suggesting that the housing market may be growing more slowy than in years past. This slowing of growth has not translated into significant changes in demand, especially in the lower housing price points that this development fits into. Currently, demand is strong in the eastern portion of the greater Charlotte metropolitan area. With this in mind, the applicant proposes to construct a ±150 -acre phased single family residential development. The overall purpose of the project is to bring on line future phases (early phases are currently under development - no jurisdictional impacts) to a)Pand the development and provide additional housing to meet the growing needs of this area of Stanly County and the greater Charlotte Metropolitan area. 41. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: This project consists of two road crossings which will be utilized to connect various portions of the development across two stream segments that bisect portions of the subject property. These crossings will provide public access for the residents and other members of the general public. Additionally, these crossings also allow the development to comply with fire codes that require areas with more that a certain number of residences to provide at least two access points for safety purposes. Additionally, these crossings were sized to minimize impacts Mile also meeting the flow requirements for safe passage of water through the crossings. Additionally, all lot fill and other infrastructure was eliminated from the jurisdictional areas in the design, further minimizing impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: By designing the roads to occupy upland areas except where necessary to cross, most construction has been eliminated from the stream areas. As mentioned above, all lot fill and other infrastructure was eliminated from the stream areas, jurisdictional impacts were avoided and minimized. 2. (ESI) completed a map and database search at the Survey and National Register Branch of the North Carolina State Historic Preservation Office (SHPO) and North Carolina Office of State Archaeology (OSA) to determine if previously recorded cultural resources (e.g., historic properties or archaeological sites) are located within a one-half mile radius of the approximately 185 -acre project study area. Research conducted by ESI at the OSA revealed that no previously recorded archaeological sites are located within a one-half mile radius of the project area. Research conducted by ESI at the Survey and National Register Branch of the North Carolina State Historic Preservation Office (SHPO) revealed that no previously recorded historic properties listed in, eligible, or potentially eligible for listing in the National Register of Historic Places (National Register) are located directly within the proposed project area. Four previously recorded historic properties are located within a one-half mile radius of the proposed project area. The Alec Eudy House # 1(CA0383) and Alec Eudy House #2 (CA0384) were recorded in 1981. The Hathcock-Little Farm (ST0024) and Herrin -Whitley Bungalow (ST0027) were recorded during a 1989-1991 architectural survey of the vicinity. None of the four properties are listed in or considered eligible for listing on the National Register. If federal permitting or funding for this project is anticipated, formal coordination with the SHPO should occur to determine if any archaeological or cultural resources investigations will be required.
