This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCO066788. There are two items that need your attention. As mentioned in previous inspections, safety at the wastewater treatment plant remains a concern. And a manhole cover is no longer seated properly and is allowing debris into the manhole/effluent line. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". NCO066788 I11 121 19/03/21 117 18 JCJ Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The inspector, Linda Wiggs, met with Chris Ernst (Buncombe County Health Department), Ron Griffin (Buncombe County Schools Maintenance) and Chad Pressley (Fairview Youth League) at the Fairview Elementary concessions facility. The concession facilities wastewater (sinks, bathrooms) flow to the WWTP and Mr. Ernst needed verification of this in order to permit the concession operations. The inspector, Linda Wiggs, met with the ORC Rick Swilling for the WWTP inspection. The clarifier blanket is elevated, increased return or wasting (RAS or WAS) is needed to get the blanket down. The ORC stated quarterly pumping takes place. The ORC contacted the hauler while the inspector was onsite to get them out for additional pumping. One of the effluent line manhole covers has been hit and is no longer seated properly. This is allowing debris into the manhole which could damage and/or block the effluent line. Please remove the debris (concrete, rocks) from the manhole and reseat the manhole cover. As noted in previous inspections, this WWTP has safety concerns. It is an elevated WWTP and there are no hand rails or cat walks; only unsecured metal planks are present.
