Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Highlands WWTP on 3/28/2019.
This inspection was conducted to verify that the facility is operating in compliance with the conditions and
limitations specified in NPDES WW Permit No. NC0021407. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report".
The following items were noted at the time of the inspection:
Repair disconnected blower hour (one of six) in #2 reactor tank.
Replace the DO probes in the SBRs.
The door to the tertiary filter/UV building is structurally compromised and should be replaced.

Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection of the
Highlands WWTP, on March 28, 2019. Jacob Allen (ORC), Howard Brown (BORC), and Dawn James
(Administrator) were present at the time of the inspection. The system appeared well maintained and
operated at the time of the inspection, and record keeping was thorough and in good order.
The following items were noted at the time of the inspection:
Repair disconnected blower hour (one of six) in #2 reactor tank. Replace the DO probes in the SBRs.
The door to the tertiary filter/UV building is structurally compromised and should be replaced.
