You are correct in that the Town does own additional parcels in the 46th block of E. Beach in addition to the subject lots. I am also familiar with lots 14 & 15 with action ID SAW -2017-00289. These lots belong to the John Murray and his brother, which were permitted under the action ID with mitigating based on the WAM assessment. I will see you tomorrow at 11:30 a.m. on site. Based on the information submitted with the application, the sites are located along the oceanfront, in between SE 49th St and SE 52nd Street. However, when I search on the addresses, the sites are located West of 49th Street. These three lots are owned by other entities, and not the Town and are associated with a previous action ID SAW -2017-00289 (lots 14 and 15). The lots which show Town ownership are those identified as 4601 East Beach Drive. Please clarify the location. We will meet you onsite at 11:30 am. I will need to complete the NC Wetland Assessment Method (NC WAM) to determine the wetland rating for this site in order to justify not requiring compensatory mitigation for the permanent loss of wetlands located on a barrier island. These resources are limited due to their geographic location, development pressures, and provide important functions and values such as flood attenuation, pollutant treatment from runoff, and habitat. We typically require compensatory mitigation for any wetland fill impact on barrier islands, regardless of size for the reasons mentioned above. Unless you or someone on your staff are trained in NC WAM, or unless you hire an environmental consultant who is trained in NC WAM, I will need to conduct a site visit to complete the data collection. It would be sometime in January before I could get to the site. Please let me know if the Town can complete this work, or if I need to conduct a site visit. It is Oak Island intent to not provide compensatory mitigation due to the low value and size of wetland area and its impact. The total square footage of the wetland area and impacts are less than 2115.5 sq. ft. This wetland area is an isolated pocket of wetlands with no connectivity to any adjacent wetlands or navigable waters; it is adjacent to the Atlantic Ocean, but is separated by the beach. In addition, this wetland pocket is actually from the results of the Section 1135 project that Oak Island received in 2000, which left a depressed area that has now been identified as 404 wetlands. An identical pocket of wetlands near this site was recently issued a general permit, SAW -2017-00289, without compensatory mitigation.
