Facility Summary
This facility is a conventional technology water treatment plant [coagulation, flocculation, sedimentation,
and filtration] with discharge of wastewaters from media filter backwash and sedimentation basins with a
design potable flowrate of 3.0 MGD and a maximum monthly average wastewater discharge of
0.283 MGD. Because the waste flow is >50k gpd, continuous flow monitoring is required. The facility
consists of the following water and wastewater treatment units:
• three (3) clear wells [0.150 MG, 0.230 MG and 1.0 MG]
• high service pump station
• generator
• chemical storage tanks
• a decant sludge holding tank [0.300 MG ]
• wastewater pumping station
• filter belt press
• dechlorination equipment
Since the issuance of the previous permit (2014), the facility completed Phase 2&3 of their WTP
Improvements project. Construction included installation of new raw water intake, new raw water main, 8

new flocculators, new flash mixer, 2 new sedimentation basins with sludge collection system NaOCI
building, 2 new additional filters, 2 new filter pumps with additional filtration well, new 16" transmission
main. Previously the WTP had 3 chemical application points, now there are 5.

Renewal Summary —This permit reflects discharge at Outfall 001.
Stream — Discharge from WTP for Outfall 001 is into Old Richmond Creek [Stream Segment 12-79].
The segment [12-79] from source to the Yadkin River is not currently listed as impaired in the 2012 North
Carolina 303(d) List.
RPA — A Reasonable Potential Analysis (RPA) was conducted on Copper, Fluoride, & Zinc effluent
parameters data because Discharge Monitoring Reports (DMRs) reported concentration above method -
detection levels (MDLs) for the past four and one half (4 1/2) years (June 2014 -November 2018). [See
attached RPA summary sheets.]
• Copper showed no reasonable potential to violate state water quality standards (WQS).
• Fluoride did not show reasonable potential to violate state WQS; however, since the City
backwashes with fluoridated finished water fluoride should be monitored quarterly with no limit.
• Zinc showed no reasonable potential to violate state water quality standards (WQS). However, since
Zinc orthophosphate has potential to be discharged, quarterly monitoring will remain in this permit.

We use finished water for our backwash, which is why we use Application Point #5 for Sodium
Thiosulfate. Attached please find a revised DMR, the Sludge Management Plan and a revised
schematic. The schematic has been reduced to a 8.5 x 11", but I can send you a D Size version if you
wish. Please let me know if you need anything further.

Good Morning Scott,
I am contacting you in regards to the NPDES permit renewal for City of King WTP / NC0088897.
In order to avoid having copper monitoring frequency increased to monthly and having a limit set in
place, DWR needs you to submit a modified DMR to correct the transcription error for the copper
value we talked about.
I noticed that your application is missing a sludge management plan, which I will need in order to
renew your permit.
Additionally, the flow schematic provided in the application is difficult to make out. Please provide a
more legible flow diagram that shows flow path and points of chemical application.
Lastly, to clarify, are you using finished water or well water to backwash?
Please get this info to me as soon as you are able.
