Explain the purpose of the proposed project:* The purpose of the proposed project is to increase hydraulic capacity to this system by adding a 20 -inch line that Will parallel to the existing 16 -inch force main that runs through the interchange. The existing line is currently undersized and creates a "bottle -neck' in flow at the interchange. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project will include the installation of approximately 4,600 LF of 20 -inch PVC and RJPVC Sewer Force Main at the HWY 70 BYP/70 BUS interchange in Johnston County. Each end of the proposed 20 -inch force main Will be connected to the existing 16- and 12 -inch force mains that are currently owned and operated by Johnston County. All of the proposed force main will be installed within a NC DOT controlled access right-of-way.The force main transmits flow from several upstream pump stations in the Clayton area to the existing WWTP. The line will start on the north side of the existing 70 BYP/70 BUS interchange, and tie-in on the south side of the interchange. See map included. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant has attempted to avoid and minimize impacts to jurisdictional areas as much as possible. All impacts will occur within a DOT right-of-way and will be restored to pre -construction grade once the line is installed. The construction corridor at the stream crossing has been minimized to a 25 -ft width. Additionally, only a 10 -ft wide maintenance corridor is proposed. The remaining portion of the corridor will be allowed to revegetate. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fencing will be installed to prevent erosion into adjacent jurisdictional areas and wetland impact areas will be seeded. However, the northern long-eared bat is known to occur in Johnston County. Some of the corridor is wooded and trees will be removed to install the line. No hibernacula or maternity roost trees are known to occur in Johnston County. Therefore, any take related to tree clearing is exempt per the 4(d) rule.
