I would like to thank you and the staff of the Mooresville Regional Office for the opportunity to respond to the NOV listed above. Over the past five years the influent BOD loading at The Long Creek Wastewater Treatment Plant has been trending downward. There has been a 33 % decrease in the total pounds of influent BOD per year from 2013 to 2018. This trend has continued into 2019. This downward trend has caused several operational changes at the plant finally forcing the plant to be isolated to operate on 2 aeration basins and 2 clarifiers during low/normal flow events. During the months of November and December, 17+" of rain was recorded in the rain gauge at The City of Albemarle Long Creek Wastewater Treatment Plant located at 1040 Coble Albemarle NC. These high flow (rain) events have washed out the biomass, inhibiting nitrification. Attempts at restoring the biomass has been crippled due to low influent BOD concentrations (52mg/1 & 85 mg/l monthly average) during the months of November and December. This scheduled visit has been delayed several times due to high flow from rain events.
