Sanitary Sir System Narrative
Lobtotty Landing Subdivision
New Hanover County, N
Site Location and Description
The purpose of this project is to construct the necessary grading and infrastructure for the
development of 8 residential lots within New Hanover County to be known as Loblolly Landing.
To construct this project, which includes a new roadway, water, sewer and storm water
infrastructure; the site will need to be cleared and graded along with installing necessary
infrastructure to allow the lots to be developed individually at a later date. There is one tract of
land that include this proposed development, owned by John C. Dieffenbauch & Michael D. Hritz.
The project will be developed by Pompano Development Group, LLC, who Mr. Dieffenbauch is
the managing member of and at a later date the property will transfer to.
The property drains to Pages Creek (SA;ORW) via offsite sheet flow and ditches and ultimately
part of the Cape Fear River Basin. Currently the site is undeveloped woodlands and surrounding
the project are residential subdivisions and Mason Landing Road to the west.
Sewer Design
The proposed sewer system includes the design and construction of approximately 910 LF of fl-
inch gravity sewer, four manholes, and eight sewer connections. The sewer system will tie into an
existing sewer main across the street from the development via a cut in manhole. The sewer
system the project ties to is owned by the Cape Fear Public Utility Authority (CFPUA) and CFPUA
will take ownership of these mainlines when the project is complete. Sewer flow once offsite will
drain to an existing pump station (Pump Station #144) owned by CFPUA and ultimately ends at
the James A. Loughlin (Northside) Wastewater Treatment Plant, also owned and operated by
CFPUA.
Due to design constraints there is one manhole within 50 feet of wetlands. The manholes within
50 feet of the wetlands is MH-2. This manholes will be installed in accordance with the Draft
Document - "Alternative Design Criteria for Minimum Separation for Sewer Systems to Wetlands
(15A N CAC 2T .0305 (f) - Part D (August 2008).
As mentioned, once the wastewater flow leaves the project via gravity flow, it will ultimately end
up at the James A. Loughlin (Northside) Wastewater Treatment Plant. This project proposes 2,880
gpd of sewer flow be added to the Treatment Plant, which will put the plant's capacity up to 85.4%
of its permitted flow.

III. Certification Statement:
I Matthew Tribett, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Given that:
a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
26% total flow % and 1.586 MGD of the Available Capacity (E) in Pump Station
and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
MGD per year; and that
c. A funded Capital Pro j ect that will provide the required planned capacity, namely
Blue Clay Road Force Main is in design or under construction with
planned completion in complete ; and/or
d. The following applies:
The Blue Clay Road Force Main is able to provide additional capacity at PS 89 by
diverting existing. flow .that is currently tributary to PS 89 directly to NSWWTP.
Construction of the force main is complete and was certified .4/5/18. The force main is
available for event. management. Administrative procedures are required for full activation.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.
