Enclosed is the annual report for the City of Morganton's Catawba River Pollution Control
Facility composting operations as required by permit NO# WQ0002127 for the year 2018.
Included are facility name, address and telephone number, NPDES permit number,
information about responsible official, information about facility operator, inorganic pollutant
analysis, description of pathogen reduction option and vector attraction reduction option.
The use and disposal practice for the finished compost is mainly as a soil amendment. The
humus -like material can also be used in potting mediums, as mulch for shrubbery and as a
source for plant nutrients.
The amount of compost that goes to each of the uses or disposal practices can vary depending
on the appliers needs. Roughly 85% of our finish product goes to tree nurseries and the other
15% is going to general public for shrubbery, flower beds and fertilizer for their yards.
Each individual who has received this material is listed by name, address, and date received.
We give each user receiving our compost a utilization agreement with the setbacks and other
information listed.
Results of the laboratory analysis performed on the compost material are attached, along with
the analytical methods used in performing these tests.
Pathogen reduction has been achieved by the recording of pile temperatures of greater than
55°C having been obtained at several monitoring locations on the pile. Air flow is supplied to
the organisms in the piles by forced air to keep aerobic conditions in the piles. These air flows
are adjusted as needed to obtain desired temperatures.
Vector attraction reduction was met by the records that have been maintained on pile
temperatures and they indicate a minimum temperature equal to no greater than 40°C for 14
days with temperature being taken daily as this is a one shift operation. Detention time on
composting piles is 21 days under aeration plus another 30 days curing period is allowed
before any material is distributed.
On Form Pathogen and Vector Attraction Reduction, we had 3 exceedances. The first
exceedance was lst quarter Jan 12th bulk pile, sampled result of >2589 fecal coliform. This
bulk pile was resampled with 2 samples tested on Jan 25th; results were <27.7 and <29.2 fecal
coliform. This bulk pile then was distributed after retest results. The second exceedance was
on our 2nd quarter Apr 5th bulk pile, sample result of 3519 fecal coliform. This bulk pile was
resampled twice; once on Apr 19th, results were <34 fecal coliform, and on May 3th, results
L were <33 fecal coliform. This bulk pile was distributed after second retest results came,back.
Our third exceedance was with 3 samples on Dec 13th with results of 6076, 34483 and 1092
fecal coliform. This ;bulk pile has been set aside and awaits disposal to landfill and was not
distributed. This information will be attached under our Analytical Results section. The first
and second exceedances were believed to be cross -contamination; the third exceedance is
believed to be 'improper mixing with possible cross -contamination. We hope to have a much
improved mix for our compost if a proposed mix box gets approved for fiscal year 2019.
The volume of compost distributed during 2018 has been determined to be 621 dry metric
�LJ tons. This was calculated by using the guidance for determining dewatered sludge bulk
density and equations for converting sludge volume to dry metric tons found in Appendix C
of EPA publication 831B-93-002a.
