8. PROJECT SUMMARY: The applicant proposes to construct a10'x14' boat lift on the subject
property, adjacent to the existing floating dock.

9. PROJECT DESCRIPTION:
The applicant has requested that the subject CAMA Major Permit application be processed under the
Express Review Permitting Program. The project site is located at 86 Fairmont Street, adjacent to a man-
made canal off the Atlantic Intracoastal Waterway (AIWW), in Ocean Isle, Brunswick County. The lot is
approximately 0.11 acre with roughly 50' of shoreline frontage. The lot averages 6-8'above mean high
water and the shoreline is stabilized by a wooden bulkhead. The applicant maintains asingle-family
residence on property and vegetation consists of lawn grasses and landscape shrubs.
The Ocean Isle Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high
ground portion as Developed. The waters of the man-made canal, in the vicinity of the project area, are
classified. SA by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery
Area by the N.C. Division of Marine Fisheries and they are Closed to the harvest of shellfish.
PROPOSED PROJECT: The applicant proposes to construct a 10' x 14' boatlift, located on the
eastern side of the existing 16' x 10'floating dock. In order to meet Ocean Isle Beach's local
requirements and setbacks for water dependent structures, the applicant would need to relocate the
existing floating dock approximately 8-10' to the west. In addition to relocating the floating dock, the
applicant would have to remove a 3' x 8' section from the existing 16' x 16' platform to prevent the bow
of the boat from hitting the platform, once stationed in the boatlift. Water depths in the vicinity of the
proposed boatlift range from -1' to -2' below Mean Low Water (MLW).
According to the work plat drawings provided by the applicant's agent, the proposed structure would be
located beyond 1/4 of the width of the waterbody. However, the floating dock and boatlift would be
located landward of the pier-head alignment of the two adjacent docking structures (less than 50'
separation on either side), within 1/3 of the width of the waterbody. The applicant has obtained a waiver
from both adjoining property owners allowing him to encroach into the adjacent areas of riparian access.
10. ANTICIPATED IMPACTS
The proposed boatlift would incorporate an additional 140 square feet of estuarine waters and public
trust area. The proposed structure would be consistent with the Ocean Isle Beach Land Use Plan. Minor
increases in turbidity can be expected during construction.

The proposed project consists of the addition of a boatlift adjacent to an existing
floating dock which is attached to an existing deck. The project is located at 86°,
~~Fairmont Street in~°Ocean Isle °Beach:~. The legal description is Lot 64, Canal 17.
It can be reached by taking NC 904 onto Ocean Isle Beach. Take a left turn at
E 2"d Street. Follow this street to the 3~d street on the left which is Fairmont
Street. Travel north on Fairmont to reach street address #86. This lot has an
existing residence located on it. The residence is served by a boat access
facility which consists of a 16' x 16' deck. Attached to the deck is a 10' x 16'
floating dock. The deck connects to the residence via a 37' x 4' boardwalk.
There is a bulkhead along the shoreline of the property. The width of the canal
in this location is approximately 120'. There is approximately 45' of travelway
between the floating dock at this location and the structures across the canal.
The water depth at normal low water is -2.0'.
The proposed boat lift will be approximately 14' x 1A' in dimension. It will
extend up to the riparian corridor on the east side of the project. Waivers have
been obtained from both adjacent riparian property owners and are included.
