E. Impact Justification and Mitigation 1. Avoidance and Minimization Brandon Phillips, CHMM STV Engineers, Inc. 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Replace bridge in-place was incorporated to minimize impacts. The bridge span length was extended to reduce impacts. Riprap at the embankments is minimized and installed on stream banks only to reduce impacts to surface waters. 1b. Specificallydescribe measures taken to avoid or minimize the proposed impacts through construction techniques: NCDOT Best Management Practices (BMPs) for Construction and Maintenance Activities will be employed. Top down demolition and construction methods will be used to minimize impacts. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
