Anna,
On March 1, 2019, the Division of Water Resources (Division) received your application dated February 28, 2019,
requesting a 401 Water Quality Certification from the Division for the subject property. The Division has determined
that your application is incomplete and cannot be processed. The application is on -hold until the following information
is received:
1. The application states that during lake drawdown of High Hampton Lake, the construction area will be isolated
from the stream bed so that the work is performed in the dry. Please provide a typical and construction
sequence that shows how the work will be completed in the dry.
Pursuant to Title 15A NCAC 02H .0502 (c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received within 30 calendar days, of
receipt of this email, the Division will be unable to approve the application and it will be returned. The return of this
project will necessitate reapplication to the Division for approval, including a complete application package and the
appropriate fee.

Thank you Anna—I have some clarifying questions on what we are calling questions 2a and 2b:
What I really mean is how will you keep the area of work at the valve dry and isolated from flows? The map
provided with the pump around system is a start but doesn't demonstrate how flows will be kept away from
the work area. E.g., will there be a coffer dam that isolates the work area? I would like to see a schematic that
shows this. The intake that I ask about in 2b is where the water will be pulled via the pump around system,
not the irrigation system. As mapped in Figure 5, it seems that you are assuming a defined channel with water
flow through the dewatered sediments that ends up at the pump around intake. Am I understanding this
correctly?

Thank you for your request for more information. Please find my responses to your questions below:
WRC question 1a: Can you provide some additional information on the High Hampton lake? A map
would be useful, providing the location of the valve repair, area of dredging and access to that site,
and pump around system.
Please refer to Figure 3 in the PCN package. This figure indicates the proposed access road and location of the
gate valve to be repaired. I have attached an additional Figure 5 which indicates the proposed dredging area
adjacent to the gate valve for repair work and the proposed location of the pump around system. I have also
attached photographs of the High Hampton dam and valve to be repaired for reference.
WRC question 1b: Is the dam a top flow dam, with no outlet structure? If there is an additional outlet
structure, please describe what type, where it is, and if it will be used at all during this project.
The High Hampton Dam is a top flow dam with a gate valve and outlet structure that will be repaired. There is
no additional outlet structure that will be used during this project, excluding the pump around system.
WRC question 2a: How will water be pumped over the dam after levels have been lowered for
work?
Please refer to Appendix A (bullet point 5) in the PCN package for details regarding the pump around system
and work sequence. The document states: "Once the lake is lowered, the contractor shall maintain minimum
base flow at all times to the stream of 0.475 cubic feet per centimeter (cfs) (7Q10). The minimum base flow
shall be accomplished by using either a mechanical pump or siphon system (or a combination of both) that will
operate throughout the maintenance and refilling process."
WRC question 2b: Where will the water intake be located? We recommend that it be located
upstream of the work area, ideally at the head of the lake.
The proposed location of the water intake structure for golf course irrigation is indicated on the attached Figure
5 which is upstream of the work area.
WRC question 3: I am trying to understand what is being done at High Hampton lake. The PCN
states that a water intake structure for irrigation will be installed. Is this the same as the "valve" that
will be replaced or is the replaced valve associated with another structure?
The water intake structure replacement is separate from the gate valve located at the dam. Please refer to
attached Figure 5.
WRC question 4: Will any of the work proposed involve the construction of the water control system
for Hampton and Jewel Lakes described on p. 6 of the October 4, 2018 "High Hampton
Redevelopment Project WRC Response Comments" (attached)?
Yes, the water intake structure will include a water control system per the October 1, 2018 letter from
ClearWater.
