Current Site Conditions
The subject property is currently comprised of a mixture of different uses. Those include a small farmstead/homestead area, forest land, and agricultural land (pasture). The forest
cover varies between hardwoods that occur near the epsting tributaries and floodplain areas and pine dominated stands on higher elevations. The forest community that makes up the
buffer of Weathers Creek and the other smaller tributaries is dominated by Sweetgum (Liquidambar styraciflua), red maple (Acer rubrum), Ironwood (Carpinus caroliniana), and yellow
poplar (Liriodendron tulipifera). The shrub layer is dominated by Chinese privet (Ligustrum sinense).
Jurisdictional waters of the US were classified according to USACE guideance. The results of the jurisdictional determination investigation indicated that there were 4 jurisdictional
streams present within the subject property. Stream S1 (SA Stream flagging) occurs along the eastern portion of the property. Stream S2 (SB Stream flagging) is the named stream,
Weathers Creek. Stream S3 (SC Stream flagging) is a small tributary that flows from the wetland area into Stream S2 (Weathers Creek). Stream S4 (SD Stream flagging) occurs along
the western portion of the subject property and flows into Stream S2 (Weathers Creek). Streams S1 and S4 are perennial non -wetland waters of the US and Stream S3 is a small
intermittent non -wetland waters of the US. All of these triburaries drain to Weathers Creek, a perennial non -wetland waters of the US that is a part of the Yadkin -Pee Dee River Basin
(HUC # 03040102)(USGS 1974).
In addition to the non -wetland waters of the US located on site, there is one jurisdictional wetland that occurs on site. This wetland would be considered to be a forested wetland (PFO1A
- Cowardin Classification).

4h. Explain the purpose of the proposed project:*
The growth of the housing market in the greater Statesville area and also the northern portion of the Charlotte Metropolitan area has been enormous since the end of the "Great
Recession." The demand for housing has skyrocketed since 2011. However, within the last quarter, inventories have been increasing, suggesting that the housing market may be
growing more slowly than in years past. This slowing of growth has not translated into significant changes in demand, especially in the lower housing price points (of which this
development fits into). Currently, demand is strong in the greater Statesville area. With this in mind, the applicant proposes to construct a ±132 -acre phased single family residential
development. The overall purpose of the project is to bring on line future phases (Phase 1 is currently under development - no jurisdictional impacts) to epand the development and
provide additional housing to meet the growing needs of this area of Iredell County and the greater Charlotte Metropolitan area.

The project consists of the construction of two road crossings that will be used to access the development (for both public access, and to provide access as required by fire codes).
Typical construction equipment (such as a track hoe, bull dozer, dump trucks, etc.) will be used to construct the crossings.

Yes, this is a phased project. The project was initiated in 2017 on parcels owned by the applicant (Phase 1). There were no impacts to wetlands or other waters of the US in the initial
phase. With the addition of an adjacent parcel, the current project will require 2 stream crossings (this application).

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
This project consists of two road crossings which will be utilized to connect various portions of the project across two stream segments that bisect the
property. These crossings will be public access for the residents and other members of the general public to access these areas within the
development. These crossings also comply with fire codes that require that areas with more than 30 residences must have access from two different
locations for safety purposes. Both crossings are required for access and to meet the fire code requirements. However, the crossing sires were
minimized to the greatest extent practicable through the use of retaining walls (discussed below). Also, all lots and other infrastructure were kept out of
jurisdictional areas, further minimizing impacts.

Significant retaining walls were used to reduce impacts to the greatest extent practicable. Without the use of retaining walls, the impacts to each
stream would have been significatantly greater.

We have received and reviewed the plan sheets dated November 19, 2018. The plans are approved subject to the
following:
On sheet UP -16, it appears that the water line at station 0+00 is too low and should be around elevation
829.5.
Due to the amount of storm drainage piping outside of the street right of way, we want to make everyone
aware that the Town of Troutman will not accept responsibility or maintenance for any storm drainage
pipe or structures outside the street right of way. Any portion of the storm drain system outside the street
right of way will remain the responsibility of the developer, HOA, POA or the property owners.
This approval does not relieve the property owner or developer, and its agents and contractors, from abiding by all
applicable requirements of the Town of Troutman ordinances and standards, regardless of the information or lack
of information on the Engineering Documents. In addition, it is the owner/developer's responsibility to obtain
permits and abide by all regulations of other entities having jurisdiction, such as the NC Department of
Transportation and Iredell County.
