This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0455. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Complaint inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. This inspection was conducted in response to our office being notified on February 26, 2019 of the inoperability of one of the three lifts stations that service Cedar Hill. This notification followed a recent power outage of the WWTP and lift stations due to lack of payment. Mike Beck, with RPB Systems, visited lift stations #1 and #2 with me during the inspection. As required by GS 15NCAC 02T.0403 the system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters. During the compliance evaluation inspection conducted on December 17, 2018 at least one of the lift stations had only one operable pump. The inspection report recommended the inoperable pump be replaced as soon as possible. Correspondence with RPB Systems indicates request to replace the inoperable LS pump were not approved/addressed at the beginning of December 2018. At the time of the complaint inspection, LS #1 had only one operable pump and LS #2 was no longer operable and overflowing. Since the site visit, RPB Systems reports they have received approval to replace one pump within LS #2. This work was reportedly completed the first weekend in March 2019; however, to date, duplex lift stations 1 & 2 are only operating with one working pump. The lift stations have onsite backup generators; however, there is limited storage capacity should the only operable pumps in each lift station quit working. This creates an increased risk for repeated overflows. These deficiencies should be addressed as soon as possible to bring the system back into compliance with 15NCAC. 02T.0403.
