I am writing in response to your letter dated July 8, 2009. Below are the outlined responses to your questions. Response 1: The sewer line will be located along the main entrance driveway off US 441. The Town of Franklin's sewer main is located under the northbound lane of US 441. The Department of Transportation will not allow private sewer lines to be constructed parallel to a state owned facility; therefore, the only access is to cross perpendicular to US 441 from the driveway entrance to the sewer main under the northbound lanes. Furthermore, load restrictions from the Town of Franklin has prohibited parcel 3 from attaching to the sewer main. Parcel 3 will have to apply for an individual septic tank permit. Response 2 & 3: The Department of Transportation as part of the driveway permit for a development of this size requires two access points to minimize congestion of US 441. Therefore, the secondary access driveway which utilized crossing the creek is required by DOT to fulfill permit obligations. Response 4: The total impact is 145 linear feet. The drawings have been revised to correct this oversight. Response 5: The installation date of the previous culvert is unknown. Mr. Evers purchased the property March 31, 2009. The installation date was not disclosed to Mr. Evers. Response 6: The area of impact for the culvert is hatched on Sheet 1 of 1. The property boundaries are dash lines and the current property owners and deed references have been indicated. Response 7 & 8: A soil test was performed by ECS Carolinas, LLP. The results are attached. The soil test indicates that an infiltration system will not function as designed. Jones Black Bear Paving 6456 Sylva Road Franklin, North Carolina 28734 Reference: Double-Ring Infiltration Test Results Tractor Supply - Franklin Franklin, North Carolina ECS Project 31-1287-E Dear Mr. Jones: As authorized by your acceptance of our work authorization, 31-1021-P, dated July 9, 2009, ECS Carolinas, LLP (ECS) has performed infiltration testing and hand auger borings for the proposed stormwater management (SWM) system at the referenced project site. Our report includes the results of our infiltration testing and hand auger borings as well as a test location diagram. We understand that the SWM system will be designed as an Infiltration Device per the NCDENR Stormwater BMP Manual and is proposed to store and infiltrate storm water runoff at the site. We understand that the bottom of the system will be about three feet below the existing grade to the north of the planned outdoor storage area for the Tractor Supply as indicated on an undated Storm Water Management plan provided to us and developed by Ms. Wanda Austin, P.E. of Heaven's Rose, Inc., Engineering Services. Two test pit excavations were performed within the SWM system footprint to depths of up to 3 feet below the existing grades (proposed bottom of SWM system) in which to perform the infiltration tests. One infiltration test was performed within each test pit excavation. Two hand auger borings were advanced to depths of up to 3.5 feet below the bottom of the test pit excavation to further evaluate the soil conditions in these areas. The Test Location Plan indicates the approximate physical location of the tests performed on the site. EXPLORATION RESULTS Soil Conditions Subsurface conditions within the proposed vicinity of the SWM were evaluated with two hand auger borings to depths of about 3.5 feet below the bottom of test pit excavation. The hand augers encountered fill materials consisting of light brown micaceous silty fine sand (SM), and orangish brown fine sandy silt (ML). Two soil samples were obtained from the hand auger borings for percent finer than the US Standard No. 200 sieve (ASTM D-1140) testing in our laboratory. Testing indicated 33.4% and 45.6% passing the No. 200 sieve, which classifies as a silty sand (SM) in accordance with the USCS. 200 Ridgerield Court. ':t \\auu ;",,i \I Double-Ring h rltration Test Results Tractor Supphv - Franklin ECS Project 31-1287-E INFILTRATION TESTING In order to approximate the infiltration rates within the area of the proposed SWM system, two double-ring infiltration tests were performed in general conformance with ASTM D-3385 within the proposed infiltration areas on July 20 and July 21, 2009. The tests (Test 1 and 2 as indicated on the attached location diagram) were conducted about 1 foot below existing grades (through the topsoil and organic layer). The double-ring test locations were selected and located in the field by Mr. L.C. Jones based upon the site plans provided by and upon conversations with Ms. Wanda Austin, P.E. The site at each test was prepared by excavating to the planned bottom of SWM system elevation. The 12 and 24 inch diameter steel rings were hammered into place concentrically to depths of 4 and 6 inches, respectively. Each ring was filled with about 5 inches of water. After saturating the soils beneath the rings for at least 30 minutes, infiltration testing was initiated by monitoring and recording the drop in the water level at 15, 30, and 60-minute intervals for several hours. The water level in each pipe was held constant and the volume added over each time interval was recorded. The volume of water added, incrementally, within the last several hours of the test is expected to approximate the steady state vertical infiltration rate of the soil profile. INFILTRATION TEST RESULTS Infiltration test No.1 indicated an infiltration rate of 0.2 cm/hr (0.08 in/hr). Infiltration test No.2 indicated an infiltration rate of 0.6 cm/hr (0.24 in/hr). This report has been prepared to aid with the design of the on-site stormwater management system. The information provided in this report is limited to this specific project and the location described. The project description represents our current understanding of the significant aspects of the proposed improvements relevant to the geotechnical considerations. Based on the design presented, we find the plan to be acceptable and hereby issue this LETTER OF APPROVAL. Please be advised that per the Sediment 8 Erosion Control Ordinance, you are required to keep a copy of the approved SEDIMENTATION CONTROL PLAN on file at the job site. The approval of your Erosion Control Plan is conditioned on your compliance with federal and state water quality laws, regulations and rules. If your land disturbing activity involves the utilization of ditches for the purpose of de watering or lowering the water table disturbing a wetlands piping a body of water, or developing a pond or lake inside of a stream you must notify the Director of the Division of Water Quality for the state of North Carolina and forward that office a copy of your Sediment Control Plan. One purpose of this letter is to remind you of your responsibilities in undertaking this activity. According to the FINANCIAL RESPONSIBILITY/OWNERSHIP FORM, you are listed as the person responsible for this land disturbing activity. Even though you may contract someone to actually implement and maintain your Sediment Control Plan, it is yg g responsibility to see that the requirements of the approved plan and the Ordinance are met. You are responsible for ensuring that sediment stays on your site and that any permanent control measures succeed.
