The existing structure wil! be replaced with a 135jt steel bridge witli concrete deck on ezisting location. It is anticipated that tl:e proposed constructfon ejfort will utilize an ojj-site detour during construction activities thereby mi�rimizing the ejjects to the surrounding land surjaces. The construction jootprint is unlikely to extend beyond the ezisting dilch-lines. The archaeological Area of Potential EJjects (APE) Jor tlre project measures 400 ft. in length (200j[. from each bridge end point) by IOOJ'� in width (SOJ� laterally jrom each side of the SR1332 center-line). SUMMARY OF CULTURAL RESOURCES REVIEW BrieJdescription of review activities, resu[ts of review, and conclusions: A map review and site file search conducted at the Office of State Archaeology on Tuesday, August 7, 2012 determined that the entire project study area and APE had been previously surveyed and evaluated for architectural, engineering, and archaeological resources as part of the cultural resources management plan developed for the Walters Hydroelectric Project. Brockington and Associates (1995) recorded an insignificant archaeological component (31HW420**) at the Waterville "Village. Consolidated to an area just south of the current APE boundaries, the site consisted of a srnall quantity of early to middle twentieth century artifacts recovered from surface and shallow subsurface contexts. Only four of thirty-five shovel test pits returned material, primarily molded ironstone, white and brown glazed stoneware, clear bottle glass, and roofing nails. Associated with a circa 1929 occupation by employees of Carolina Power & Light Company, subsurface examination suggested high degrees of site disturbance and low artifact frequencies. No further work was recommended for 31HW420**. The engineering and architectural components of the complex retained integrity and were recommended eligible for the National Register of Historic Places as a multiple resource district, under Criteria A and Criteria C. Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website illustrated that the current bridge replacement locale is situated within the NRHP eligible district boundary, but the property and district have not yet been accepted or listed on the Register. In general, above- ground, twentieth century architectural building locations and elements are the purview of architectural historians, and as such, all matters related to the NRHP eligible Waterville Historic District are deferred to the NCDOT AH Section. As currently proposed, no NRHP eligible archaeological resources are positioned within the APE. Topographic, historic, and USDA soil survey maps (DeA), aerial and project photographs, and historical/archaeological reference materials were inspected to appraise environmental, cultural, and other criteria that may have led to or resulted in past occupation within the project limits. This work also assisted in determining the level of modern, agricultural, hydrological, and other erosive-type disturbances which may have previously destroyed or dismantled unknown archaeological deposits or features in APE. NCDOT Archaeology & H�slonc Archi�eclure Gror�ps BriejExplanation ojwhy the avai[able injormation provides a reliable basis jor reasonably predicting that there are no unidentified historic properties in the APE: The Bridge No. 174 project location has been previously surveyed and evaluated for archaeological resources (Brockington 1995). One insignificant surface/subsurface twentieth century artifact scatter (31HW420**) was documented just south of the APE along SR1332. No additional archaeological investigation of this resource is recommended for the current replacement project. Intact and meaningful cultural deposits eligible for listing on the NRHP are highly unlikely to be affected by the construction effort. No further work is recommended for this rural, state-funded bridge replacement as proposed.
