The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville Class A
Distribution Program on March 15, 2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0013116. A summary of
the findings and comments noted during the inspection are provided in the enclosed copy of the inspection
report.

The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following violation(s) were noted during the inspection:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.

To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.

Inspection Summary:
The inspection was conducted by Beverly Price of the Asheville Regional Office. The inspection was conducted to
determine compliance with the residual storage requirements.
On March 13, 2019 the Division of Mineral and Land Resources (DMLR) conducted an inspection of the facility for
compliance with their stormwater No Exposure Certification #NCGNE0319. On March 14, 2019 DMLR staff notified the
Asheville Regional Office that runoff from the Class A residuals was observed in stormwater runoff from the residuals storage
area.
On March 15, 2019, DWR staff inspected the residuals storage facility. Class A residuals (finished product) are stored on a
concrete pad; a portion of the pad is covered. As noted in the January 11, 2019 compliance inspection, the covered storage
was full and additional room for storage on concrete was limited. Approximately 277 dry tons of product had been landfilled
since the the January inspection freeing up some storage space. On the 15th, stormwater comingled with Class A residuals
from the storage pad was discharging to an adjacent grassed field at the facility entrance gate. The stormwater was not
discharging to surface waters. Residuals had migrated off the storage pad in places and had been stored at the edge of the
pad which allows for the potential for stormwater comingled with residuals to discharge to surface waters.
Permit Condition III. 1. states...The residuals management program shall be properly maintained and operated at all times.
The program shall be effectively maintained and operated as a non-discharge system to prevent any contravention of surface
or groundwater standards.
Permit Condition III.11. states in part...All residuals shall be adequately stored to prevent untreated leachate runoff. The
finished product may be placed on a concrete pad, placed under shelter or physically covered until it is distributed to the
buyer.
